The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Hai Phong City (Standing Office) has requested the People's Committee, Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of communes, wards, special zones and the construction sector to organize the notification to the people and organizations, individuals operating on rivers, riverbanks, aquaculture facilities, water transport vehicles, ferry terminals... to know the information about the flood discharge of Hoa Binh Hydropower Reservoir to proactively take preventive measures, ensuring the safety of people and property.

Timely inform and propose solutions to handle unusual situations that may occur during flood discharge to the Standing Office.

On July 9, the Ministry of Agriculture and Environment issued Official Dispatch No. 4176/CD - BNNMT ordering the Director of Hoa Binh Hydropower Company to open a bottom spillway gate and Official Dispatch No. 4177/BNNMT - DD on ensuring downstream safety when operating Hoa Binh Hydropower Reservoir.

Previously, on July 8, the Standing Committee of the Hai Phong City Party Committee requested Party committees, Party organizations, agencies, units, and localities to thoroughly grasp and seriously and effectively implement the directives and official dispatches of the Standing Secretariat and the Standing Committee of the City Party Committee on strengthening the Party's leadership in the work of preventing, responding to, and overcoming the consequences of natural disasters. This work is identified as an important and regular task of the entire political system and society. It is absolutely necessary not to be negligent, subjective, or lose vigilance in the face of any unusual weather or natural disaster developments.

Focus on leadership and direction of assignment, decentralization, and clear determination of responsibilities, especially for heads of Party committees, authorities, agencies, organizations, units, and localities in preventing, responding to, and overcoming the consequences of natural disasters according to the "four on-site" motto (on-site command, on-site forces, on-site means and materials, and on-site logistics).

The Standing Committee of the City Party Committee requested the City Party Committee and People's Committee to direct the organization to closely monitor and supervise the weather and natural disaster situation to promptly warn and inform localities, functional agencies, businesses and people to proactively respond and minimize damage caused by natural disasters.

Continue to direct the enhancement of the role and capacity of state management, urgently improve and consolidate the force for prevention, response and overcoming the consequences of natural disasters to ensure sufficient operational capacity, meet practical requirements, and be consistent with the two-level local government organization model.

Pay attention to and prioritize investment in resources, prepare forces and means according to the "four on-site" motto to proactively respond to natural disasters that may occur.

Proactively inspect and develop plans to overcome problems with telecommunications, information systems, power systems, and water supply systems that have been identified after storm No. 3 (Yagi storm) in 2024. Deploy technology infrastructure, connection lines, power sources, and telecommunications waves to ensure that they meet the requirements of directing and operating disaster prevention tasks in all situations.

Review and prepare forces, vehicles, and technical equipment to support localities in search and rescue, and overcoming consequences when natural disasters occur. Organize the evacuation of people and property from the incident area to a safe place...

Assign the City Fatherland Front to promote its role in gathering forces, mobilizing union members, association members and people from all walks of life to actively participate in activities to prevent, respond to and overcome the consequences of natural disasters...
