At a press briefing on the afternoon of May 29th, Ms. Vu Thi Kim Phuong, Deputy Director of the Hai Phong Department of Industry and Trade, stated that there are currently 498 retail gasoline stations in Hai Phong City. As of May 27th, 100% of the main distributors and suppliers have prepared the supply of E10RON 95 gasoline (E10 gasoline). For the retail sector, the actual conversion rate has reached nearly 90%.

Previously, large enterprises such as PVOIL had launched E10 gasoline from August 2025, followed by Nanning and Petrolimex . A survey at the Dinh Vu petroleum depot showed that in the first 26 days of May alone, the amount of E10 gasoline sold reached 13,583 m3, double that of traditional mineral gasoline.
"The feedback from consumers has been very positive. The use of biofuels is not only about complying with regulations but has become an inevitable trend as people become more concerned about reducing greenhouse gas emissions," a representative from the Department of Industry and Trade said.
Currently, Hai Phong City possesses a large-scale petroleum infrastructure system with 10 storage facilities, totaling 467,700 m3. To ensure a stable supply of E10, the city currently has 4 facilities that directly blend fuel: Petec Depot, Dinh Vu Petroleum Depot, Hai Linh Petroleum Depot, and K99 Depot (Military).
Petroleum businesses have stated that they have proactively upgraded their tanks, pumps, and technical infrastructure over the past several months. The Department of Industry and Trade has also requested the Departments of Finance, Construction, and Science and Technology to provide maximum support to businesses regarding administrative procedures and land allocation to reduce costs incurred during the transition process.

To ensure market disruption, a representative from the Hai Phong Department of Industry and Trade stated that they have instructed stores to prevent any delays or supply chain disruptions starting from June 1st. Market management forces have been assigned to man checkpoints and monitor key areas 24/7.
Authorities will focus on inspecting behaviors such as: selling the wrong type of gasoline according to the regulations; hoarding to create shortages; arbitrarily closing businesses without justifiable reasons; or being vague about pricing at fuel pumps. Officials in charge of the area will be held responsible if serious violations or hotspots of fuel fraud occur without timely detection.
The transition to E10 gasoline is part of the government's strategy to reduce gasoline consumption by 10%, aiming for net zero emissions by 2050. After the E10 milestone, E5 RON 92 bio-gasoline will continue to be sold alongside it until the end of 2030 to give people time to switch to suitable vehicles.
On March 19, 2026, the Prime Minister issued Directive No. 09/CT-TTg on strengthening energy saving, promoting energy transition, and developing electric vehicles; which included directing the Ministry of Industry and Trade to promote the use of bioethanol (E10), review the conditions for early implementation of the roadmap to switch to bioethanol (E10) to contribute to a 10% reduction in gasoline consumption.
