New momentum
At the 44th Session of the National Assembly Standing Committee, the Government continued to propose that Hai Phong be allowed to pilot the establishment and operation of a new generation Free Trade Zone. This will be an area with defined geographical boundaries, where special, outstanding and breakthrough mechanisms and policies will be piloted to attract investment, finance, trade, services to promote exports, industry, research and development (R&D) activities and attract high-quality human resources.
Hai Phong Free Trade Zone will be organized into functional areas: production area, port and port logistics area, trade - service area and other types of functional areas according to legal regulations.
The draft Resolution proposes decentralization to the Hai Phong City People's Council to decide on the establishment, expansion, and adjustment of the boundaries of the Hai Phong Free Trade Zone associated with the Dinh Vu - Cat Hai Economic Zone, the Southern Hai Phong Coastal Economic Zone similar to an industrial park. The total area is about 6,470 hectares, equivalent to nearly 12.5 times the average area of an industrial park in Hai Phong, about 30% of the economic zone area.
To promote investment attraction and promote production and business in the new generation Hai Phong Free Trade Zone, the Draft Resolution stipulates a number of specific preferential policies. These include simplifying administrative procedures in investment and business procedures; import and export procedures; immigration procedures, temporary residence and work permits, land procedures, construction investment; optimizing investment incentives in terms of land rent, water surface rent, taxes; other investment and business activities in the Hai Phong Free Trade Zone.
In addition, to pilot the "one-stop, on-site" mechanism for the Hai Phong Free Trade Zone, the Draft Resolution stipulates that the Hai Phong Economic Zone Management Board is authorized to perform the function of direct state management over the functional areas of the Free Trade Zone.
Examining this content, Chairman of the National Assembly's Economic and Financial Committee, Mr. Phan Van Mai, said that the pilot establishment of a free trade zone is necessary, demonstrating the political determination of Hai Phong and the Government.
According to Resolution No. 45-NQ/TW, the Politburo clearly defined the development goals of Hai Phong: “By 2030, Hai Phong will become a modern, smart, and sustainable industrial city of Southeast Asia; a modern international logistics service center by sea, air, highway, high-speed railway, etc. By 2045, Hai Phong will become a city with a high level of development among the leading cities in Asia and the world.”
With the above orientation, the establishment of the Free Trade Zone will be a new driving force for growth to realize the goal of Hai Phong becoming a modern, international, leading maritime economic center in Southeast Asia.
Promote investment attraction
According to Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, Hai Phong has a southern area with much room for development. The Hai Phong Free Trade Zone is expected to be located in the Southern Hai Phong Coastal Economic Zone, considered the “heart” of the Economic Zone, with a sufficient scope to pilot outstanding mechanisms and policies to increase special attractiveness to investors.
The free trade zone is expected to create a boost for the development of various key economic sectors. It will strongly attract domestic and foreign investment capital, promote international integration in the fields of advanced production technology, high-quality trade services, breakthrough innovation, attractive tourism, potential real estate and modern healthcare.
According to Mr. Kien, the establishment of a free trade zone helps to innovate the management and administration methods of the State, reform the administration towards modernity, effectiveness, efficiency, and maximum application of information technology. With the international investment environment, the inevitable requirement for domestic managers and investors is to change the management, operation, and corporate governance methods to adapt, thereby improving capacity and absorbing the world's advanced management level.
In addition, creating a favorable environment for the production and service ecosystem in the Free Trade Zone, such as exemption from corporate income tax, personal income tax and other taxes and fees, fast customs clearance, reduced costs, time and procedures, etc., will be a great motivation for small and medium-sized enterprises to boldly invest and expand their markets to participate deeply in the global supply chain.
