Tens of billions to repair damage on Da Nang

(PLVN) - According to the 2024 Maintenance Plan, VEC has allocated more than 30 billion VND for emergency repairs on the Da Nang - Quang Ngai Expressway.

Vietnam Expressway Corporation (VEC) said that the Da Nang - Quang Ngai Expressway project with a length of 139.2 km, invested by VEC, was put into operation in 2017. Through assessment, since its operation, the Da Nang - Quang Ngai route has basically met the requirements of the Ministry of Transport .

Currently, the Corporation is assigning the Da Nang - Quang Ngai Expressway Operation Center - a unit under VEC to manage, operate and maintain the route to ensure compliance with regulations.

Statistics during the exploitation process show that the average traffic volume on the Da Nang - Quang Ngai Expressway is about 6,000 vehicles/day and night. Of which, trucks account for 51.1% (heavy trucks of type 4, 5 account for 32.5%), this ratio is much larger than other VEC expressways from 10% to 20%.

The frequent traffic of heavy trucks (including possibly overloaded trucks) has affected the quality of the road surface, causing rutting as reported by the press. Regarding this issue, VEC has issued a Repair Plan and is currently carrying out the procedures for selecting a Contractor in accordance with the law.

During the operation process, the Da Nang - Quang Ngai Expressway Operation Center regularly checked and counted the damaged locations on the route; discovered some points of flaking, cracking, and rutting and quickly repaired them at the emergency locations. However, the thorough handling could not be carried out because some related construction contractors were in the process of being tried by the Court.

At the end of June, after the final judgment of the Court, VEC and the Contractors determined the responsibility to resolve related issues, creating a legal basis for VEC to develop a Plan to repair road surface damage in the previous phase. This is also one of the reasons leading to the existence of bulging and rutting points.

Plan to overcome the shortcomings

Recently, VEC has sent a document requesting the Da Nang - Quang Ngai Expressway Operation Center to seriously learn from experience in detecting and promptly repairing damage to the project, and at the same time directing the unit to urgently repair all potholes. Up to now, the Center has completed 13 locations and is continuing to review and carry out repairs as soon as they are discovered, especially in the face of the storms expected to hit the Central region in the near future.

According to the 2024 Maintenance Plan, VEC has allocated VND 31.2 billion for emergency repairs on the Da Nang - Quang Ngai Expressway. For some locations with bumps and ruts that directly affect traffic safety, VEC has directed and urged the Center to mobilize equipment and human resources to complete the repairs before September 30, 2024. For the remaining locations, VEC has established a team, organized a general inspection, reviewed and implemented the Repair and Remediation Plan to ensure the quality of operation in the coming time.

Along with that, VEC has been making efforts to speed up the selection of Contractors to implement the road surface repair package (in the Annual Plan) with a value of 15 billion VND. The time to implement the road surface repair will start from October 2024 and is expected to be completed in November 2024.

In addition, to control the situation of overloaded vehicles entering the Da Nang - Quang Ngai expressway, VEC has implemented a plan to arrange a vehicle load control weighing system at the entrance points to the expressway, expected to be put into operation in the first quarter of 2025.
