Schools will collect phones before the first class and return them at the end of the day. Management will be done on a class-by-class basis. If teachers request it for a lecture, students may use phones within the permitted range. However, lectures must be designed so that not all students are required to have a mobile device.

The Hanoi Department of Education and Training also called on parents to cooperate with schools in educating and managing their children to use mobile devices for the right purposes and in accordance with regulations.

Meanwhile, in Ho Chi Minh City, the Department of Education and Training plans to ban students from using phones during recess and educational activities at school (unless teachers allow it to be used for learning tasks).

Specifically, the Ho Chi Minh City Department of Education and Training assigned the Student Affairs Department to research and propose a regulation prohibiting students from using mobile phones during recess and during educational activities at school. Students are only allowed to use mobile phones when permitted by subject teachers to perform tasks during class.

At the same time, the Planning Department organizes activities during recess, so that students have the opportunity to practice physical education and sports , as well as connect with each other.

These activities are expected to be implemented in the 2025-2026 school year.

At the end of October 2024, the Department of Education and Training of Hai Phong also issued a document to strengthen the management of the use of mobile phones in schools. According to the Department, the use of mobile phones, receiving and broadcasting devices in educational institutions in the area still has many shortcomings, affecting the quality and effectiveness of teaching and learning.

To rectify and overcome this situation, the Department recommends that units, based on actual conditions, provide specific instructions on managing students' mobile phones, receiving and broadcasting devices before the first class period (management by class) and return mobile phones, receiving and broadcasting devices to students after the end of the last class period in class or school.

Students are only allowed to bring mobile phones, receiving and broadcasting devices into the classroom for use during lessons that require the use of mobile phones, receiving and broadcasting devices and are permitted by teachers. Schools urge, inspect and monitor students to strictly implement the regulations. Students are not allowed to use mobile phones and other devices during class that are not used for learning and are not permitted by teachers.

The Department also requires schools to promote so that parents can accompany schools and teachers in caring for, encouraging, reminding, and managing students to use mobile phones and other receiving and broadcasting devices for the right purposes and according to regulations. Principals of schools and directors of vocational and continuing education centers are responsible for any violations.

Similarly, the Department of Education and Training of Tuyen Quang has issued a document requesting educational institutions to develop school and classroom rules and regulations, and specifically regulate the management and use of students' phones during class hours and on school grounds to ensure strictness and effectiveness.

Organize the management of students' mobile phones and receiving and broadcasting devices before the first period of each class and return them to students after the end of the class. During classes that require the use of mobile phones and receiving and broadcasting devices, students are allowed to use them under the guidance of the teacher.
