On August 29, 2025, at the National Exhibition and Fair Center (Dong Anh, Hanoi), the Ministry of Science and Technology (MOST) hosted the Forum "Future of Science and Technology, Innovation and National Digital Transformation".
This is one of the outstanding events towards the 80th Anniversary of National Day (September 2, 1945 - September 2, 2025) at the National Exhibition of Science, Technology, Innovation and Digital Transformation Achievements.

In his opening speech, Minister of Science and Technology Nguyen Manh Hung once again affirmed that science and technology, innovation and digital transformation are the central, key and breakthrough driving forces of rapid and sustainable development.
“Our first innovation was the 1986 Innovation, which opened the era of integration and development of a socialist-oriented market economy. The second innovation was creative innovation and digital transformation, building a new ecosystem where businesses, scientists, people and the State participate in creating value. The first innovation was to escape poverty, the second innovation was to escape the middle-income trap and become a high-income developed country,” Minister Nguyen Manh Hung emphasized.
According to the Minister of Science and Technology, the first innovation took agriculture, industry, processing and assembly as the driving force, while the second innovation took science and technology, innovation and digital transformation as the central driving force for development.
With the theme “Future of Science and Technology, Innovation and National Digital Transformation”, the forum recorded many contributions to promote the development of science and technology towards the goal of rapid and sustainable growth.
According to Deputy Minister of Science and Technology Hoang Minh, based on the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, there are 02 key goals.
One is , rapid (double-digit) and sustainable GDP growth.
Second , improving national competitiveness is identified as a strategic direction for Vietnam to realize its aspiration of becoming a developed country with upper-middle income by 2030 and high income by 2045.

In the current context, traditional growth has reached its limit, it is difficult to exceed the limit of 7%/year, so it is necessary to shift from the traditional economic growth model to a growth model based on science and technology, innovation and digital transformation. These factors build a modern national governance model, creating productivity, quality, independence, self-reliance, and reducing dependence on global shocks.
Latecomers are forced to leapfrog technology. They absorb existing technology, then improve, recreate, and apply it creatively according to the local context. Innovation allows creativity under limited conditions, which is very suitable for the context of developing countries, including Vietnam.
Developing countries' spending on science and technology is low, so innovation needs to be leveraged. If they rely only on academic science and technology, developing countries will not be able to catch up with developed countries.
If Vietnam's GDP grows by 10%, science and technology, innovation and digital transformation must contribute more than 5%. Development is based mainly on science and technology, innovation and digital transformation, so growth must be based mainly on science and technology, innovation and digital transformation.
According to the Ministry of Science and Technology, in the 5% GDP growth in the period 2026-2030, innovation must contribute 3%, digital transformation 1-1.5% and science and technology 1%. In other words, the impact on economic growth is 60% from innovation, 25% from digital transformation and 15% from science and technology.
The goal of rapid GDP growth at a double-digit rate (at least 10%/year) and ensuring sustainability is an urgent requirement for Vietnam to overcome the middle-income trap, aiming for a GDP per capita of about 7,500 USD by 2030 and exceeding 28,000 USD by 2045, according to ambitious development scenarios proposed in national economic studies.
