The telegram stated that since the beginning of 2025, many localities across the country have experienced consecutive natural disasters such as thunderstorms, tropical depressions, storms, floods, inundations, flash floods, landslides, and earthquakes, causing serious damage to people, property, and infrastructure, including many educational and medical facilities.
According to the Ministry of Agriculture and Environment's statistics from localities, in the recent storm No. 5 alone, 411 schools had their roofs blown off or were damaged.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities affected by storm No. 5 and heavy rains, flash floods, landslides, and inundation to mobilize the Army, Police, Youth Union, and People to focus on cleaning schools and classrooms, speeding up the repair and restoration of schools and medical facilities damaged by natural disasters.
This must be completed before September 1, ensuring conditions for organizing the opening ceremony of the new school year on time, ensuring medical examination and treatment for the people.
" Absolutely do not let students lack schools, classrooms, teachers, clothes, books, teaching equipment and school supplies, and do not let people lack medical treatment. Report to the Prime Minister the results of implementation no later than September 1, 2025 (and send to the Ministries of Education and Training and Health for general synthesis, and report to the Prime Minister no later than September 2) ," according to the telegram.
The Prime Minister assigned the Minister of Education and Training to organize inspection teams and urge localities to carry out school and classroom cleaning work, overcome consequences for educational institutions affected by natural disasters, and promptly support localities and educational institutions to ensure conditions for organizing the opening ceremony of the new school year on time as prescribed.
The Minister of Education and Training directed the directors of local Departments of Education and Training and functional units to grasp the situation of facilities, teaching equipment, textbooks and learning materials, especially for educational institutions in localities affected by storm No. 5 and floods in July and August.
From there, proactively handle proposals and support recommendations from localities according to authority, synthesize and report to the Prime Minister for direction on handling issues beyond authority.
The Commander of the Education and Training sector also has the task of mobilizing and calling on relevant agencies and units to support educational institutions that have suffered damage to teaching equipment, textbooks and learning materials, ensuring learning conditions for students from the beginning of the new school year, and not allowing students to lack books and learning materials.
The Prime Minister requested the Minister of Health to direct functional units and medical forces at the grassroots level to review and promptly supplement reserve medicines, chemicals, and supplies, ensuring adequate supply of essential medicines for the people; organize environmental sanitation, disease prevention, and food safety after floods; and ensure no interruption in emergency care and treatment of patients.
The Ministers of the Ministries of National Defense and Public Security direct the Army and Public Security units stationed in the area to mobilize maximum forces, means, and materials to support localities affected by recent natural disasters in cleaning schools, repairing damaged educational and medical facilities, and overcoming the consequences of natural disasters in general according to local requests.
