Thousands of billions are waiting to be 'spent' on 3 highway projects

In the report sent to the Government on the progress of disbursement of public investment capital in 7 months, estimated implementation of 8 months of the public investment capital plan in 2023, the Ministry of Finance said that with 3 highway construction investment projects: Khanh Hoa - Buon Ma Thuot; Bien Hoa - Vung Tau; Chau Doc - Can Tho - Soc Trang , the total state budget investment plan this year is nearly 14,893 billion VND.

As of July 31, these projects disbursed VND5,462.4 billion, reaching 36.7% of the annual plan. Estimated disbursement by August 31 is VND7,000 billion, reaching 47% of the annual plan.

To speed up the disbursement progress of the 3 projects, the Ministry of Finance requested the Ministry of Transport and localities to speed up the acceptance process and complete payment documents immediately after receiving the volume to speed up the disbursement progress, ensuring that by the end of the payment deadline as prescribed (January 31, 2024), the project will disburse all of the capital plan assigned this year.

The Ministry of Finance said that in the total state budget capital plan allocated for the project this year, the Ministry of Transport proposed to flexibly adjust VND 4,227 billion for 5 component projects from the capital source of the Socio-Economic Recovery and Development Program, which are projects not included in the list of tasks and projects using capital sources of the Program.

According to the Ministry of Finance, by the end of August, public investment disbursement nationwide reached VND299,447 billion, equivalent to 39.6% of the plan. Of which, domestic capital reached VND292,186 billion, reaching more than 40.1% of the plan, foreign loans reached VND7,260 billion. There were 11 ministries, central agencies and 33 localities with disbursement rates reaching 40%.
