Affirming the correct policies of the Party and State regarding the reorganization of administrative units and the two-tiered local government structure according to Resolution No. 202/2025/QH15 and Resolution 203/2025/QH15 of the National Assembly, the series of articles "Reorganizing the Nation, Creating Momentum for National Development" by Nhan Dan Newspaper won the B prize at the Fourth Dien Hong Award, in the online newspaper category.

An event of historical significance, a strategic turning point.

On July 1, 2025, 34 provinces and cities officially put into operation their new administrative apparatus, simultaneously implementing a two-tiered local government model. This is a historic event, a strategic transformation, meeting the inevitable objective demands of the country in building dynamic development zones for the nation and the region, gradually realizing the aspiration of "a strong and prosperous Vietnam by 2045".

The five-part series titled "Rearranging the Nation, Creating Momentum for National Development," published on the online edition of Nhan Dan Newspaper, affirms the correct policy of the Party and State regarding the rearrangement of administrative units and the organization of two-level local governments; the initial results of the rearrangement and organization of two-level local governments meet the requirements set forth.

The work also highlights innovative models and practices from various localities; difficulties, obstacles, and solutions to overcome them; and recommendations and proposals to ensure the smooth operation of the two-tiered model, so that the merged provinces and cities form dynamic regions, promote regional linkages, and aim for sustainable development.

Sharing her thoughts on the work, journalist Kieu Thanh Huong, Deputy Head of the Resident Reporter Management Board of Nhan Dan Newspaper, said that the group of authors undertook the series of articles to affirm the correct policies of the Party and State regarding the rearrangement of administrative units and the organization of local governments at two levels according to Resolution No. 202/2025/QH15 and Resolution 203/2025/QH15 of the National Assembly .

During the creation of this work, the authors were most impressed by witnessing the clear transformation from the grassroots level after the merger of provincial-level administrative units and the implementation of a two-tiered local government model, from remote and isolated villages in the border regions of the country to major economic centers.

Journalist Kieu Thanh Huong recalled: “Through conversations and exchanges, each person brought a story, a unique perspective, helping us to better understand the advantages, difficulties, and practical lessons learned at the grassroots level. This gave the series of articles more depth and left me with many emotions and reflections on the responsibility of journalists towards major issues of the country.”

With the elimination of multi-layered administrative barriers, commune-level officials have become direct "points of contact" with the people. They interact with citizens more frequently, make decisions faster, and demonstrate greater personal responsibility. Short conversations and exchanges at the commune, ward, or village level show that policies are no longer just on paper, but are directly implemented in daily life.

What the authors clearly observed was the application of digital transformation in resolving administrative procedures for citizens: officials and civil servants provided dedicated guidance and support from the initial queuing process to the completion of the procedure. Many communes even established mobile teams to visit villages and hamlets to assist residents, fostering a friendly relationship between citizens and state management agencies.

Clearly, people's trust is built on very specific things, from a procedure being resolved on time, a suggestion being listened to, a long-standing problem being solved... It is these details, so close to real life, that create authentic material, highlighting the effectiveness of the two-tiered local government model in its initial stages of operation...

Through this series of articles, the authors gain insights from the practical experience of newly established provincial-level administrative units, which are increasingly asserting their role as regional hubs, unleashing potential, and creating new impetus for sustainable growth and balanced development of the country.

For the first time chairing a project participating in the National Journalism Award on the National Assembly and People's Councils (Dien Hong Award), journalist Kieu Thanh Huong expressed: “My colleagues and I at Nhan Dan Newspaper are deeply moved and proud to have our work win the Fourth Dien Hong Award. This is a great recognition and encouragement for those of us who write, contributing to improving the quality of propaganda and disseminating information about the activities of elected bodies.”

According to journalist Kieu Thanh Huong, organizing the Dien Hong Award is significant in encouraging and honoring journalists who create high-quality journalistic works about the National Assembly and People's Councils; thereby enhancing the depth, originality, and social responsibility of journalists. The award serves as a platform and motivation for journalists to dedicate themselves to and pursue challenging topics that are rich in political and social significance.

The award-winning works also contribute to bringing the activities of elected bodies closer to people's lives, strengthening people's trust in the National Assembly and the decisions of the Party and the State.

"This year's Dien Hong Award is even more meaningful as it is presented at a time when the entire political system is looking forward to celebrating the 80th anniversary of the Vietnamese National Assembly, affirming the central role of the National Assembly in representing the will and aspirations of the people and deciding on important national issues," shared journalist Kieu Thanh Huong.
