Realistic assessment
In the Resolution on implementing socio -economic tasks in 2024, which was recently passed at the 17th Session of the 18th Nghe An Provincial People's Council on the afternoon of December 7, the Provincial People's Council requested all levels and sectors to continue to resolutely and effectively implement the Socio-economic Recovery and Development Program; support and remove obstacles for production and business, promote growth in sectors and fields to best complete the goals and plans for 2024.
Agree with the contents of the assessment of the implementation situation in 2023 and the plan for 2024 with the main targets, tasks and solutions stated in the Reports submitted by the Provincial People's Committee, the Provincial People's Court, the Provincial People's Procuracy and the committees of the Provincial People's Council.
In 2023, the whole province will implement the socio-economic development plan in the face of many difficulties and challenges due to the impact of the world and domestic economic situation. With the leadership and direction of the Party Committee and the government, the synchronous participation of the entire political system, the efforts of all classes of people and the business community, the province's socio-economic situation, although facing more difficulties than in previous years, continued to recover positively, maintained growth momentum, and achieved quite positive and important results in many sectors and fields.
The gross domestic product (GRDP) growth rate is estimated at 7.14%; FDI attraction continues to be a bright spot; many important projects and works have been accelerated, some projects have been put into operation and have been effective. The work of caring for cultural and social development, improving people's lives, and ensuring social security has been well implemented. Politics and society are stable, national defense, security, and social order and safety are maintained; foreign affairs have been actively implemented and achieved many outstanding results. In particular, the Politburo has issued Resolution No. 39-NQ/TW on building and developing Nghe An province to 2030, with a vision to 2045; The Prime Minister approved the Planning of Nghe An province for the period 2021-2030, with a vision to 2050. These are important political and legal foundations to continue creating strong development momentum for Nghe An province in the coming period.
However, the socio-economic situation still has many difficulties and limitations that need to be focused on overcoming such as: GRDP growth target has not reached the set target, production and business activities still face many difficulties; disbursement progress of public investment capital for some programs and projects is still slow; quality of human resources is still limited; State management and administrative reform, although having positive changes, still do not meet the requirements set out in some sectors and fields.
On that basis, the Resolution of the Provincial People's Council at the 17th Session sets out targets, tasks and requires all levels and sectors to participate more actively and effectively in the coming year.
More effort for development goals
Some main socio-economic indicators in 2024 of Nghe An province:
Gross Regional Domestic Product (GRDP) growth rate: 9-10%
Economic structure: Agriculture, forestry and fishery about 21-22%; Industry and construction about 35-36%; Services about 42-43%
State budget revenue: 15,903 billion VND
Total export turnover: 3,000 million USD
Total investment for social development: 106,000 billion VND
Average GRDP per capita: 62-63 million VND
Poverty rate reduction: 1-1.5%
New rural construction in the year: 7 communes meet new rural standards; 25 communes meet advanced new rural standards; 6 communes meet model new rural standards.
To achieve the above targets, the Provincial People's Council requested the Provincial People's Committee, all levels and sectors to focus on directing the synchronous and drastic implementation of 12 main tasks and solutions on socio-economic development.
First of all, continue to direct the implementation of the action program and key tasks to implement the Resolutions of Party Congresses at all levels; strengthen leadership and direction.
All levels, sectors and localities focus on effectively implementing the contents of Conclusion No. 349-KL/TU dated October 31, 2023 on the mid-term review of the implementation of the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress, Notice No. 1061-TB/TU dated September 12, 2023 of the Provincial Party Standing Committee on the conclusion of the large-scale thematic supervision of the leadership, direction and organization of the implementation of resolutions of Party Congresses at all levels.
Promote the spirit of solidarity and unity, ensure the principle of democratic centralism; be proactive, innovative, creative, close-knit, timely, direct and operate, ensure focus and key points; organize the implementation of tasks with greater determination, effort and efficiency. Review and clearly analyze the objective and subjective causes, difficulties and obstacles, propose tasks and solutions for effective implementation, strive to achieve the highest level of the set targets, especially those targets expected to be difficult to achieve.

Continue to resolutely, synchronously and effectively implement key tasks: The Action Program of the Government and the Provincial Party Committee on implementing Resolution No. 39-NQ/TW of the Politburo, including completing the submission to the National Assembly for promulgation of a resolution on supplementing specific mechanisms and policies for the development of Nghe An province; focusing on effectively implementing the Provincial Planning; approving the project to expand the administrative boundaries and urban space of Vinh city; the plan to rearrange commune-level administrative units for the period 2023-2025; the project to expand the Southeast Economic Zone and rename it Nghe An Economic Zone; completing procedures to implement strategic transport infrastructure projects, especially the Cua Lo Deep-water Port project and Vinh International Airport.
At the same time, focus on removing difficulties and obstacles to boost production and business, promote growth in industries and sectors. Develop agriculture and rural areas; Develop industry - construction; Develop trade and services, etc. Focus on mobilizing and effectively using investment resources to develop infrastructure; strongly disburse public investment capital; strengthen effective management of budget revenue and expenditure.

Continue to mobilize investment resources to complete infrastructure according to the Project on Developing Key Infrastructure Systems for the 2021-2025 period, especially strategic and key infrastructure projects. Resolutely deploy solutions to promote disbursement of public investment capital in 2024, especially in site clearance work, from the beginning of the year. Well perform the task of collecting the state budget in 2024.
Strengthen urban and housing planning and development. Focus on effectively implementing the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, regional planning and approved national sectoral planning. Actively implement the plan to implement Resolution No. 06-NQ/BCT dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045 and the Urban and Rural System Planning for the period 2021-2030, with a vision to 2050 after approval.
The Provincial People's Council proposed to improve the effectiveness of investment promotion activities; strongly improve the investment and business environment; support and develop enterprises; improve the Provincial Competitiveness Index (PCI), especially the low component indexes.
Continue to effectively implement Resolution No. 13-NQ/TU dated June 1, 2023 of the Provincial Party Standing Committee; Resolution No. 31/NQ-HDND dated July 14, 2022 of the Provincial People's Council on strengthening state management of suspended projects, slow-progress projects and projects using land for the wrong purpose in the province.
Innovate and improve the quality of education and training; develop human resources associated with promoting innovation, application and development of science and technology. Develop culture and society; achieve progress, social justice, improve people's lives, ensure social security.
Along with that, the Provincial People's Council proposed to effectively implement the management of exploitation, effective and sustainable use of natural resources; proactively and effectively respond to natural disasters and climate change; Improve the effectiveness and efficiency of state management; promote administrative reform; promote digital transformation, develop digital economy and digital society; Improve the effectiveness of foreign affairs and international integration; promote cooperation and regional development linkage with localities; firmly ensure national defense, security, social order and safety; strengthen inspection, examination, citizen reception, settlement of complaints and denunciations; promote information and communication, improve the effectiveness of mass mobilization work, create social consensus.
