People of Phuc Boi village, Tho Lap commune take care of the rice crop.
In the spring crop of 2025, the Ku57 and An Nong 1424 rice varieties were not included in the local seed structure by the Department of Agriculture and Environment as well as Tho Lap commune. However, people in Phuc Boi and Hamlet 2, Tho Lap commune, arbitrarily bought seeds through agents to plant, causing 31.11 hectares of rice to have a high rate of empty grains or not set grain. Of which, the hybrid rice varieties Ku57 with an area of 27.66 hectares, An Nong 1424 with an area of 3.45 hectares, had a situation where the rice did not fully bloom, bloomed unevenly, and had a high rate of empty grains from 70 - 80%. According to Ms. Vu Thi Lieu in Phuc Boi village, Tho Lap commune: “Last spring, my family bought An Nong 1424 rice seeds to plant on 2 sao. Although my family took care of and fertilized the rice properly, the rice grew well, but when it was time to harvest, the rice was high in grain and had low yield. Faced with this situation, the company and the seed supplier checked and supported the family's losses. This is also a lesson for us in production, not following local recommendations.”
Faced with the above situation, on May 24, 2025, seed production and import units worked with the People's Committee of Tho Lap commune and the representative of Hoan Oanh store (seed supplier) to support seeds for production households. Thereby, the Hoan Oanh seed supplier, Tho Lap commune, representing 2 rice seed supply companies, supported the affected households with a total amount of more than 105 million VND. Of which, 118 households in Phuc Boi village were supported with more than 51 million VND and 83 households in village 2 with nearly 54 million VND. Mr. Do Dinh Tuan, Vice Chairman of Tho Lap Commune People's Committee, said: “Through the above incident, right from the beginning of the 2025 autumn-winter crop, after the merger, the locality has established delegations to inspect production in the fields. At the same time, propagate to people about using plant varieties in accordance with the structure of the agricultural sector and the locality in production. Absolutely do not use plant varieties that have not been put into trial production or demonstration in the province to fully assess their adaptability, resistance, productivity and quality. In addition, the locality strengthens State management of seed businesses in the area and requires agents to fully comply with regulations and provide technical guidance during the production process".

According to the Thanh Hoa Department of Cultivation and Plant Protection, in the 2025 crop, the whole province will cultivate 112,000 hectares of rice of all kinds. To avoid the situation where people do not comply with the variety structure, arbitrarily use rice varieties that are not recommended, have not been monitored and evaluated for adaptability to local soil conditions in production, and pose many potential risks, right from the beginning of the crop, the Department of Agriculture and Environment has guided localities to use the correct structure of main rice varieties. Of which, hybrid rice varieties cover an area of 31,978.4 hectares, accounting for 28.5%; pure rice varieties cover an area of 80,226.6 hectares, accounting for 71.5%; glutinous rice area covers an area of 8,657.45 hectares, accounting for 7.7% of the total cultivated area.
According to Le Van Thuy, Deputy Head of the Cultivation Department, Thanh Hoa Department of Cultivation and Plant Protection, there are currently about 58 hybrid and purebred rice varieties licensed for circulation and the agricultural sector has structured them for production crops in the year. In the 2025 crop season, the unit has advised the agricultural sector to recommend that each commune and ward in the province should only structure 5-6 main varieties, each commune from 2-3 varieties to effectively implement intensive management measures, water regulation and pest management. Along with that, the unit regularly coordinates with communes and wards to propagate and disseminate legal regulations to organizations and individuals producing and supplying varieties to people to provide full information and technical measures on rice varieties so that people know and choose to produce. To avoid people using poor quality seeds, seed suppliers in communes and wards must report to local authorities and specialized agencies according to the law when introducing new seeds into the area.
