Currently, connecting Ho Chi Minh City - Tay Ninh is only Highway 22 and this route is overloaded. Therefore, building an expressway to share the traffic pressure on Highway 22 is extremely necessary, meeting the requirements of socio -economic development, regional and inter-regional connectivity and ensuring national defense and security in the new period. This is also the legitimate and earnest wish of the Party Committee, Government and People of Tay Ninh when for the first time Tay Ninh has an expressway approved by the Prime Minister.
KEY NATIONAL AND LOCAL PROJECTS
At the provincial-level reporter conference in September 2024, Mr. Dang Hoang Chuong - Deputy Director in charge of the Department of Transport said that the Ho Chi Minh City - Moc Bai expressway project is part of the planning for the development of Vietnam's expressway network for the period 2021 - 2030 with a vision to 2050 according to Decision No. 1454/QD-TTg of the Prime Minister, and is one of 41 important expressways nationwide to achieve the goal of having about 5,000 km of expressways nationwide by 2030.
The total length of the Ho Chi Minh City - Moc Bai expressway is about 51km (the section through Tay Ninh province is about 26.1km long). The starting point connects with Ring Road 3 - Cu Chi district, Ho Chi Minh City; the end point intersects with National Highway 22 (about km53+850) in Ben Cau district, Tay Ninh province. The project passes through the administrative boundaries of 3 localities (Trang Bang town 11.3km, Go Dau district 12.6km, Ben Cau district 2.2km).
Ho Chi Minh City - Moc Bai Expressway is invested to build the route according to expressway standards (TCVN 5729:2012), design speed 120 km/h; planning scale 6 lanes, in which phase 1 invests in building 4 complete lanes (with emergency lane). The project has 3 interconnecting intersections: DT. 787B road (T-shaped intersection), QL.22B (trumpet shape) and QL.22 with level intersection with branch roads leading up and down and residential access roads.
The Ho Chi Minh City - Moc Bai Expressway is a national and local key project, urgent and of special significance. The project, when completed, will meet transportation needs, reduce traffic through Highway 22, reduce costs and travel time on the Ho Chi Minh City - Tay Ninh transport corridor, create momentum to open up new space for socio-economic development, promote investment attraction and contribute to strengthening national defense and security.
According to Chairman of the Provincial People's Committee Nguyen Thanh Ngoc, this is an important route that not only connects and promotes socio-economic development between the two localities of Ho Chi Minh City and Tay Ninh, but also is a big "push" for socio-economic development connecting the entire Southeast region, the Southern key economic region and the country's foreign economic development.
The Ho Chi Minh City - Moc Bai Expressway Project has 4 component projects, of which the Provincial People's Committee is responsible for implementing Component Project 4: compensation, support, and resettlement of the Ho Chi Minh City - Moc Bai Expressway section through Tay Ninh province.
Perspective of Ho Chi Minh City - Moc Bai Expressway
According to the implementation plan of Component Project 4 of the Provincial People's Committee, from August 2024 to October 2024, the project preparation work will be carried out. From October 2024 to February 2025, the plan will be appraised, approved and the compensation, support and resettlement costs will be paid. From March 2025 to April 2025, the site will be handed over and the construction will begin. The project is expected to be completed and opened to traffic in 2027.
"In order for the project to be implemented on schedule, we hope that all classes of people in the province in general and organizations and individuals with land within the project scope will agree so that the project can be implemented soon and completed on schedule" - Deputy Director in charge of the Department of Transport Dang Hoang Chuong emphasized.
NEED SUPPORT AND CONSENT OF THE PEOPLE
Implementing the plan and direction of the Provincial People's Committee, the Provincial Transport Project Management Board was assigned to organize the establishment of Component Project 4. Up to now, the unit has signed a contract with the consulting unit that is establishing the project. On August 20, 2024, the People's Committees of Trang Bang town, Go Dau district, and Ben Cau district also issued a notice to reclaim all 3,046 land plots (1,716 households and organizations).
The Local Land Fund Development Center coordinates with the communes and wards where the project passes to organize public meetings to publicize the policy, hand over land recovery notices, and combine propaganda and mobilization to create social consensus in project implementation.
In Trang Bang town - a locality with nearly 12 km of Ho Chi Minh City - Moc Bai expressway passing through 3 wards of An Tinh, Loc Hung, Gia Loc with 749 households subject to land acquisition, the propaganda and mobilization work to implement the project was carried out very proactively with the participation of the entire political system of the town.
Mr. Nguyen Minh Thuan - Head of the Trang Bang Town Party Committee's Mass Mobilization Committee said that the Ho Chi Minh City - Moc Bai Expressway is an important project, which the Town pays special attention to in terms of leadership and direction. Recently, the Town Party Committee's Mass Mobilization Committee has advised the Town Party Committee's Standing Committee to issue an official dispatch directing mass mobilization work for the Ho Chi Minh City - Moc Bai Expressway project, and at the same time, deploying the instructions of the Provincial Party Committee's Mass Mobilization Committee, documents and plans of the Provincial People's Committee and the Town People's Committee to the Mass Mobilization and Fatherland Front system from the Town to communes and wards to spread among all classes of people to understand and agree with the goals of this project.
The City Party Committee's Mass Mobilization Committee has also proactively compiled brief contents about the project to disseminate to union members, association members, and people to grasp the project's overview, significance, and implementation time of each step in the site clearance and compensation work...
The People's Mobilization Committee also proactively established a propaganda team led by the head of the team with 3 groups, each group in charge of 1 ward; at the same time, it required the wards where the project passes to establish local propaganda teams. Thereby, classifying the list, having appropriate mobilization measures for each household, especially after the compensation price is determined.

Through recent public meetings, the vast majority of people affected by the project in the three localities of Trang Bang, Go Dau, and Ben Cau all agreed and supported the policy of implementing the expressway project, because this has been the desire of the Party Committee, government, and people of Tay Ninh for many years.
Mr. Le Van An, residing in Cay Da hamlet, Hiep Thanh commune, Go Dau district, said that as society develops, the State is calculating to build expressways to make travel easier and more convenient, serving socio-economic development, national defense and security, which the people are very happy about and support. He hopes that Tay Ninh will soon have expressways to create momentum for socio-economic development, so that Tay Ninh can develop strongly like Ho Chi Minh City and other provinces and cities in the country.
Also at the recent meetings, local leaders and functional agencies of Trang Bang, Go Dau, Ben Cau localities also recorded a number of opinions, recommendations and wishes of people whose land is subject to the expressway project's land acquisition related to compensation prices and resettlement support for households whose land is acquired entirely or mostly. People also hope that the State will pay attention to ensuring a convenient irrigation canal system and a convenient access road system for people when the expressway cuts through the areas, etc.
Ms. Tran Thi Hong Hoa, residing in Loc Tho quarter, Loc Hung ward, Trang Bang town, said: “My family has a house and land in the area of land clearance for the expressway project, 90% of which was recovered. Recently, the ward organized a meeting to announce the project and the land recovery. When the State had a policy to build the Ho Chi Minh City - Moc Bai expressway, we were very excited and fully supported it, only hoping that the project would be implemented soon.
People are currently waiting for the announcement of compensation prices. We hope that provincial leaders and authorities at all levels will consider how to come up with a reasonable and realistic compensation price so that we can relocate to another location to live stably, settle down and start a new career, and so that the project can start construction according to the plan.
