Quang Nam : Current status of 3 inspected projects in Dien Ban town

Recently, as reported by Dan Viet, in Dien Ban town, the Quang Nam Provincial Inspectorate has just decided to conduct a comprehensive inspection of 3 projects: Residential Area No. 1, Dien An Ward; Cau Hung - Lai Nghi Residential and Service Area (phase 1); Vien Minh - Ha Dua Urban Area.
Quang Nam Provincial Inspectorate will conduct a comprehensive inspection of the compliance with legal regulations of investors in 3 projects: Residential Area No. 1, Dien An Ward, invested by Thien Vy Production - Trade - Service Company Limited; Cau Hung - Lai Nghi Residential and Service Area (phase 1), invested by Saigon Thanh Dat Agricultural Investment Joint Stock Company. Vien Minh - Ha Dua Urban Area, invested by Dien Ban Investment and Construction Joint Stock Company.
The Project of Investment in Construction of Housing in the Residential and Service Area of Cau Hung - Lai Nghi (Phase 1) was approved by the Provincial People's Committee in principle to assign Saigon Thanh Dat Agricultural Investment Joint Stock Company as the investor in Official Dispatch No. 4598/UBND-KTN dated August 29, 2017, with a total area of 18.7 hectares.
The Cau Hung - Lai Nghi Residential and Service Area Project (phase 1) still has many cases where the plan has been approved but compensation and site handover have not been agreed upon.
In particular, there are 4 cases where land procedures have not been recognized due to problems with regulations, so land has not been recovered and compensation plans for site clearance have not been approved.
The investment project to build houses in the Cau Hung - Lai Nghi Residential and Service Area, phase 1, has basically completed the technical infrastructure.
Some long-abandoned lands show no signs of construction.
The project site became a place for people to graze cattle and practice driving cars.
Viem Minh Ha Dua Urban Area Project belongs to Dien Nam - Dien Ngoc New Urban Area. In April 2019, Dien Ban Investment and Construction Joint Stock Company was granted a decision by the People's Committee of Quang Nam province to allocate 4.8 ha/5.1 ha of land to implement the project. The Provincial People's Committee determined that the investor must pay 96.2 billion VND of land use fees for 2.5 ha of adjacent land in the project. By July 2022, the investor had paid 60 billion VND according to the tax notice. The Provincial People's Committee directed the People's Committee of Dien Ban town to complete procedures for settling site clearance costs to deduct land use fees for the investor.
The Vien Minh - Ha Dua Urban Area Project has been granted land use right certificates by the State for 13/17 blocks, the remaining 4 blocks have not been granted land use right certificates. People request the Provincial People's Committee to implement and grant land use right certificates for the remaining 4 blocks.
Some households have put up stakes and barbed wire fences around their land because they disagree with the compensation policy.
Many people are still growing vegetables in the project area. A local resident shared: "My vegetable garden is also located in the project area with an area of 1,000 m2. However, the compensation price offered is too low, only 90,000/m2, so I do not agree."
Some items of the project are showing signs of deterioration and damage.
On June 21, the People's Committee of Quang Nam province issued an official dispatch adjusting the progress of this project. Specifically, by the end of December 2024, compensation and site clearance for the remaining area must be completed to continue construction; by the end of June 2025, the project must be completed, accepted and handed over for operation.
People raise chickens and graze cows within the project area.
Dien An Residential Area No. 1 expansion project has an area of 9.5 hectares, was allocated land by the People's Committee of Quang Nam province in the first phase with an area of 6.18 hectares and was granted Construction Certificate No. 41 by the Department of Construction on June 25, 2019, the scale of this project has more than 300 land lots.
But up to now, the investor has not yet completed site clearance, infrastructure investment, and financial obligations to the State to be granted land use right certificates to customers.
According to Dan Viet reporter's records on October 3, the Residential Area No. 1 expansion project in Dien An ward shows signs of being abandoned for a long time.
The investor has divided the land into plots, built the power grid system, paved the sidewalks, drainage ditches, and planted trees, but they have not been completed. Some areas, lighting, manhole covers, and drainage pipes have not been invested in or are severely damaged.
The project area became a grazing area and a wood storage area for people.
The leaders of Quang Nam province have assigned the Provincial Inspectorate to conduct a surprise inspection to clarify the difficulties, obstacles, responsibilities and obligations of the investor, Minh Hoang Long Construction Joint Stock Company and related parties to the project of Residential Area No. 1 expansion in Dien An ward, Dien Ban town, clarify violations, wrongdoings (if any) and other legal issues in the delay in completing the project in order to promptly rectify and handle them according to the provisions of law.
