Vietnam Tourism Association launches Action Program 2025

On the morning of September 18, in Hanoi, the Vietnam Tourism Association held a conference to deploy the Action Program to implement the task of increasing tourism growth by 2025, according to Resolution No. 226/NQ-CP of the Government.

Resolution 226/NQ-CP dated August 5, 2025 issued by the Government on growth targets for industries, sectors, localities and key tasks and solutions to ensure the country's growth in 2025 reaches 8.3-8.5%, in which the tourism industry strives to reach at least 25 million international visitors and 150 million domestic visitors for the whole year.

This is both the trust and expectation of the Party and the Government , and a heavy responsibility that requires the tourism industry to make the greatest effort to fulfill.

Speaking at the opening of the conference, Mr. Vu The Binh, Chairman of the Vietnam Tourism Association, said: “To rapidly increase the number of international visitors to Vietnam, the Vietnam Tourism Association emphasizes two key solutions. The first is to promote digital communication and promotion on digital platforms to bring Vietnamese tourism to the world , focusing first on key markets and emerging markets.

The second is to increase direct promotion with travel companies in key countries and territories of Vietnam tourism through organizing international survey teams (FAM trips), introducing new products and services, creating conditions for businesses to soon bring tourists to Vietnam in 2025 and the following years.

“Of these two solutions, the first one aims to attract independent tourists or registered groups. The second solution is to create conditions for travel agencies to directly experience new tourism products and services in Vietnam, thereby inspiring tourists and quickly forming international tourist groups according to specific tourism programs,” Mr. Binh added.

In order to concretize Resolution No. 226/NQ-CP dated August 5, 2025 of the Government, Vietnam Tourism Association has developed an Action Program with 3 main activities.

The first activity in the three key contents of the Action Program is to implement the direct promotion program “VITA FAMTRIPS 2025”. The program aims to invite 300-400 leaders of travel agencies in key markets of Vietnam tourism to survey products, connect businesses with domestic enterprises, thereby quickly bringing tourists to Vietnam.

Key markets identified include Northeast Asia (Korea, China), Japan, Taiwan (China); ASEAN (Philippines, Indonesia, Malaysia); Europe (focusing on 12 countries that have just been exempted from visas when visiting Vietnam), along with Australia, the US and India. It is expected that in the fourth quarter of 2025, there will be 7 international survey teams organized in Vietnam.

The second activity is to implement the “VITA GREEN” green tourism label program. Currently, service quality is becoming a key factor in international tourism competition. Recognizing the importance, the Vietnam Tourism Association has started implementing green transformation for member businesses since 2019 and will accelerate from 2024.

The set of green tourism criteria “VITA GREEN” after being issued has received positive responses from the business community and is highly appreciated by international travel agencies. The “VITA GREEN” brand is gradually asserting its position, becoming an international brand that is being researched and applied by a number of countries.

The program is applicable to destinations, accommodation establishments, travel agencies and catering establishments. The goal by 2025 is to improve quality, increase competitiveness and sustainable development for Vietnam tourism; strive to evaluate and grant the “VITA GREEN” label to at least 100 enterprises, support 2 provinces in green transformation, and internationalize this label.

The third activity is to implement the project “Recognizing Vietnamese Culinary Artisans”. The project aims to honor outstanding individuals in the culinary, baking and beverage making professions, who are official members of the Vietnam Tourism Association and have contributed to making cuisine a unique and distinctive product of Vietnamese tourism.

It emphasizes the following criteria: Having products or services that have won awards, are highly appreciated by the press, media or culinary experts; have made positive contributions to training, passing on the profession, and developing the next generation; and at the same time, priority is given to individuals with unique and creative initiatives, projects, recipes or processing methods.

The recognition of the title is based on 7 groups of criteria with a 100-point scale, including 7 areas that are scored, the artisan must achieve 80 points or more.

Mr. Phung Quang Thang, Chairman of the Vietnam Green Tourism Association, said: “The Government’s Resolution 226 is an important document, demonstrating the determination to turn tourism into a spearhead economic sector, contributing directly to the country’s overall growth target. We understand that this is considered a guideline for the entire industry in the acceleration and breakthrough period, when tourism not only focuses on the number of visitors but also focuses on quality, sustainability and added value. At the same time, this is also the time for the tourism industry to both recover strongly after the pandemic and transform its development model towards green, sustainable and deeply integrated with the international community.”

“To accompany the Vietnamese tourism industry and the Vietnam Tourism Association, we commit to implementing the following five key action groups: Promoting tourism promotion with a focus on green tourism; developing green, diverse and high-quality products; improving tourist experiences; promoting development links with the community; and creating all favorable conditions for international visitors. The Vietnam Green Tourism Association is determined to accompany the Vietnam Tourism Association and the entire industry, becoming a pioneer in spreading the green and sustainable tourism movement, contributing to the completion of the development goals set by Vietnam tourism,” Mr. Phung Quang Thang affirmed.

Together with the support of member associations and businesses, the Vietnam Tourism Association hopes that the close coordination of local authorities will create a strong driving force for Vietnam tourism to develop sustainably, becoming a key economic sector of the country.
