Promote competition, create breakthroughs in innovation

On September 23, at the Conference to commend advanced models, the Vietnam Science and Technology Trade Union said: In the period of 2020-2025, affiliated units have proactively directed and guided trade unions at all levels to effectively carry out emulation, commendation, propaganda, and mobilize workers and civil servants to closely coordinate with specialized organizations to launch and sign emulation agreements. Thanks to that, hundreds of research topics, technical innovation initiatives, and useful solutions have been registered and applied in practice, bringing about clear socio -economic efficiency.

In particular, the emulation movement "Good workers, creative workers" continues to be concretized in accordance with each level, each field, industry and profession. Trade unions at all levels have focused on propagating and mobilizing workers and employees to actively respond and set an example in registering and signing emulation agreements. 100% of affiliated trade unions have organized well the emulation registration and signing of emulation agreements right from the beginning of the year...

Building high-quality AI training human resources

At the Academy of Posts and Telecommunications Technology, a unit under the Ministry of Science and Technology , the Trade Union has actively implemented patriotic emulation movements in response to the call of the Vietnam General Confederation of Labor, notably the Campaign "Good workers, creative workers" and the movement "Science and technology serving socio-economic development" of the Science and Technology Trade Union.

The emulation movement has sparked creativity, with 32 initiatives applied in practice, an increase of 28% compared to 2024. Notable products are "AI supporting learning of subjects"; "AI teaching for the deaf", "AI programming instructions"... These are practical products to support fundamental innovation in learning methods for students and support vulnerable groups in society.

In addition, international cooperation is also a highlight. On September 10, 2025, 112 students received the "Fundamentals of Deep Learning" certificate from NVIDIA, with a support fund of 150 million VND for international articles and patents.

Along with that, the Academy has also actively supported localities to promote the "Digital Popular Education" movement, including many AI courses. The Academy has donated the Lai Chau province the digital popular education portal https://binhdanhocvuso.laichau.gov.vn/ with over 20,000 active learning accounts and is also supporting the People's Committees of Cao Bang and Son La provinces to set up similar training portals.

These results have spread strongly, with 20 collectives and 35 individuals being commended at the Ministry level in 2025, affirming the role of the Trade Union in the emulation movement.

According to the representative of the Trade Union of the Academy of Posts and Telecommunications Technology, training high-quality AI human resources is not only a professional task but also a patriotic emulation mission, contributing to building a strong digital education in Vietnam. The Trade Union of the Academy is committed to continuing to promote the spirit of "Where there is need, there is youth, where there is difficulty, there is youth", together with other units to successfully carry out emulation movements launched by the Vietnam General Confederation of Labor.

Responding to the movement of innovation and digital transformation

As a grassroots trade union directly under the Vietnam Science and Technology Trade Union, the Vietnam Post Corporation Trade Union has 92 grassroots trade unions with nearly 23,000 union members. The total number of employees in the entire network is more than 40,000.

During the 2020-2025 period, the Corporation has focused on innovating the management and operation mechanism in a flexible direction, strengthening online management, and applying information technology in management. With a close and drastic management method according to the set of indicators, thoroughly applying information technology and applying strong deterrent sanctions, the service quality of the Corporation has been improved and made significant progress. In 2024, the Corporation was honored to be awarded the prestigious international award - the Asia-Pacific International Quality Award in the highest category - World Class Award, improving the ranking of Vietnam's National Post.

In 4 years, the World Postal Development Integrated Index (2IPD) has increased from level 5 - a group of countries with postal services that meet core requirements (2021) to level 8 (2024); Vietnam Post has successfully entered the group of countries with good postal services, promoting diverse services, bringing many positive values to customers, people and the community.

In the period of 2025-2030, the Corporation clearly identifies the goal of organizing and innovating emulation movements to promote and gather the strength of units and individuals across the network, creating motivation for all staff and workers to strive, contribute their strength, intelligence, and determination to successfully implement the Corporation's strategic development goals, affirming the Corporation's leading position in the Vietnamese postal market, rising to the top of postal enterprises in the Asian region.

To do this well, the representative of the Vietnam Post Corporation Trade Union said that the unit will continue to propagate and promote implementation throughout the network in response to the emulation movement "The whole country competes in innovation and digital transformation", "Digital education for the masses", in order to concretize and bring the Party's policies and guidelines in Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation into practical life.

At the same time, consolidate and build professional human resources, thoroughly apply technology to shift from providing products and services to providing customer experiences, gradually and firmly build close relationships with customers, business households, SMEs and businesses operating in the online environment.

In addition, the Corporation's Trade Union focuses on improving the professional capacity of all levels in the system through perfecting the professional knowledge handbook for each field, moving towards building a virtual assistant system to support all aspects and areas of the Corporation's operations. Optimizing the personnel structure to improve system efficiency, reducing the indirect management function, lightening the indirect department, moving towards flattening the administration and operation based on digital applications.

Perfecting institutions, promoting innovation ecosystem

At the conference, Deputy Minister of Science and Technology Bui Hoang Phuong assessed that the industry's trade union has launched many practical movements, associated with professional tasks such as: Competition for innovation and digital transformation, Digital education for all, Digital transformation for better work...

The Deputy Minister affirmed that the typical advanced individuals and collectives honored at the conference are vivid evidence of the spirit of creativity, overcoming difficulties, daring to think and dare to do of workers in the Science and Technology sector.

The Deputy Minister said that in the new period of 2025-2030, the Science and Technology sector is entering a challenging period, but also a great opportunity, requiring the sector to continue to improve institutions, promote the innovation ecosystem, accelerate the application of science and technology and technology transfer into production and business, and improve national competitiveness.

In response to that request, the Deputy Minister suggested that the union innovate the content and methods of organizing emulation movements. Each movement must have clear criteria, specific targets, and timely summaries and conclusions. Encourage emulation movements by topic such as emulation in science and technology research, innovation, and promoting national digital transformation.

According to the summary report of the patriotic emulation and reward movement for the period 2020-2025, the Science and Technology Trade Union said it has launched movements such as: Good worker, creative worker; Good at public work, Good at housework; Green-Clean-Beautiful; Ensuring occupational safety and hygiene.

One of the mentioned successes is the implementation of the Program "One million initiatives - efforts to overcome difficulties, creativity, determination to defeat Covid-19", in which the registered target was exceeded with 3,100/3,000 initiatives recognized, the total value of benefits is estimated at 1,000 billion VND in phase 1.

In the 2021-2025 period, over 23,151 initiatives and topics at all levels were recognized, with a total profit of over 7,617 billion VND. All levels awarded over 27 billion VND to collectives and individuals with initiatives and topics.
