Accordingly, since the project was implemented (June 2024 - August 2025), the TVPL Center has organized 2 training sessions on coordination and connection skills in dissemination and TVPL activities for 41 grassroots collaborators (village heads, residential group leaders, representatives of the Fatherland Front Committee, Women's Union and Farmers' Association at commune and ward levels, etc.); held experience exchange meetings between collaborators. The trained grassroots collaborators will be the "extended arms" to coordinate and support connections with the center in disseminating, disseminating and TVPL in the land sector; grasp and summarize cases in the land sector that need advice from members, members and local communities.
Ms. Hoang Thi Lien, in Hoan Lao commune, is a grassroots collaborator of the TVPL Center and said: “Along with being trained in skills in consulting, legal support as well as coordination and connection in dissemination activities, TVPL, free legal support for people in the land sector with the TVPL Center, we were disseminated some main contents and new regulations of the 2024 Land Law and documents guiding the implementation of the law, such as: Land recovery and settlement of compensation for site clearance; change of land use purpose; land division, issuance of land use right certificates; inheritance, donation of land use rights; settlement of land disputes…”.

Through practical implementation, the center has synthesized the difficulties, obstacles, and inadequacies of land law and practical implementation to propose competent authorities to consider, amend, and supplement. In particular, through forms such as: Direct consultation at the office, via phone, zalo, email... the center has provided free consultation to 51 people (unlimited on subjects) in the whole province.
From June 2024 to present, the TVPL Center has organized 31 free mobile dissemination and TVPL sessions in the field of land for more than 1,600 people in the communes and wards of Dong Hoi, Dong Son, Dong Thuan, Hoan Lao, Bo Trach, Nam Trach... In parallel with focusing on disseminating new regulations of the 2024 Land Law and documents guiding its implementation, people have the opportunity to exchange, answer, and consult on specific cases, administrative procedures, and problems as requested or recommended. After attending the conference, many people expressed satisfaction with the knowledge and information provided.
Mr. Dang Minh Phuc, from Dong Hoi ward, attended the TVPL conference in the field of land organized by the TVPL Center. Here, he was informed about some regulations of the 2024 Land Law and documents guiding its implementation, such as: Land allocation, land lease, change of land use purpose, issuance of land use right certificates, ownership of assets attached to land, etc.
In addition, he was also updated with many important contents related to planning, land use plans, land recovery, land requisition, compensation, support, resettlement when the State recovers land and legal documents related to the rights and obligations of individuals and communities using land; prohibited acts in the land sector and the settlement of disputes, complaints, and lawsuits due to violations of land use rights according to the provisions of the 2024 Land Law.
“The project activities implemented by the TVPL Center have partly helped people access and understand legal regulations, raise awareness and sense of law compliance, especially new regulations, main contents and administrative procedures in the land sector. Thereby, contributing to limiting disputes, complaints, reducing violations of the law in the land sector, positively contributing to stabilizing social order and economic development in the locality”, Ms. Nguyen Thi Lai affirmed.
“This is an opportunity for me to update and raise awareness of land law, better understand my rights in land use and the necessary procedures when I need to transfer land or issue land use right certificates, divide plots for children, and resolve land disputes,” Mr. Phuc shared.
Ms. Nguyen Thi Thanh Hao, in Dong Thuan ward, a grassroots collaborator of the Legal Aid Center, said: “We hope that the Legal Aid Center of the Lawyers Association will continue to implement many meaningful contents and activities to support people in need. We request that the project “Improving the capacity of Legal Aid on land” continue to implement more mobile consultation conferences so that more people in general and union members and youth in particular can access more regulations of the land law, especially after the 2024 Land Law is promulgated and put into practice.”
According to Vice President of the Provincial Lawyers Association, Director of the Legal Aid Center Nguyen Thi Lai, the content, objects, forms and objectives of the project's activities are all consistent with the functions, tasks, capabilities, resources, conditions and operational objectives of the Lawyers Associations at all levels and of the Legal Aid Center. The activities within the framework of the project, especially the dissemination and mobile legal aid campaigns, are not only meaningful to the people but also to officials, civil servants of the government and organizations and unions in raising awareness, sense of law compliance and assigned public service responsibilities. On the other hand, through the support of the project and the implementation of activities, the center has more resources, opportunities and legal aid skills to improve its capacity and operational efficiency; at the same time, it strengthens the connection of the center's activities with agencies, units, organizations and localities. Through the project's activities, representatives of the government and the Fatherland Front have agreed to support and actively cooperate.
