Specifically, at 12:30 on August 30, the Fire Fighting and Rescue Team of Area 6, Fire Prevention and Rescue Police Department, Provincial Police received information from the Huong Hiep Commune Police that 5 people were exploiting cajuput forest in Thuong Lam village, Hieu Giang commune, isolated for nearly 2 days due to rising flood waters, lacking food and drinking water. The Fire Fighting and Rescue Team of Area 6 quickly dispatched 1 fire truck with 7 officers, soldiers and rescue vehicles to the scene.

At 1 p.m. the same day, through reconnaissance and situation assessment, it was determined that 5 people were isolated on the other side of the spillway (about 100m away), an area with high, fast-flowing floodwaters. The Fire and Rescue Police Team of Area 6 proposed to the Fire Prevention and Rescue Police Department Command to send 1 more canoe and 10 officers and soldiers from the Fire and Rescue Team of Area 1 to coordinate the handling. The rescue force coordinated with the Huong Hiep Commune Police to reassure the isolated people; at the same time, deployed canoes to approach and bring the 5 isolated people to a safe area at 4 p.m. the same day.
