This has made an important contribution to investing in infrastructure construction, promoting socio-economic development, gradually improving the lives and enhancing the enjoyment of ethnic minorities.
As a mountainous province with a large ethnic minority population, Son La identifies socio-economic development in ethnic minority areas as a key, regular and long-term task. In the period of 2019-2024, the province has synchronously implemented many policies to support ethnic minorities and mountainous areas, from improving the capacity of cadres, preventing and combating child marriage and incestuous marriage, to supporting education , health care, gender equality and preferential credit. In particular, the province has implemented preferential credit for more than 145,000 poor, near-poor and newly escaped poverty households with a total disbursement of more than 7,700 billion VND.
In addition to specific policies, Son La is one of the leading localities in integrating and mobilizing diverse resources from national target programs and social communities. It is expected that in the period of 2021-2025, the total resources to implement national target programs in the province will reach more than 69,000 billion VND. Of which, credit capital is more than 34,000 billion VND; capital mobilized from enterprises and communities is more than 3,900 billion VND; the rest is from central and local budgets and integrating other programs and projects.
Comrade Trang Thi Xuan, Permanent Vice Chairwoman of the People's Committee of Son La province, said: In recent times, the province has focused resources on communes and villages with special difficulties according to the motto "focused, key and sustainable investment", ensuring investment efficiency and long-term spillover.
With the strong direction of the Party Committee and the government, and the synchronous participation of the political system, national target programs have been effectively implemented, especially the national target program on sustainable poverty reduction. In the 2021-2024 period alone, the province has allocated more than 1,000 billion VND from the central budget to implement projects and sub-projects to support poor and near-poor households in accessing basic social services and improving their quality of life. This capital has focused on developing infrastructure in poor communes, supporting livelihood diversification, job creation, vocational training, labor export, etc. These solutions not only help people improve their living standards but also gradually reduce the rate of re-poverty, changing the awareness and way of doing business of many households.
The effective implementation of the overall project on socio-economic development in ethnic minority and mountainous areas according to Resolution No. 16-NQ/TU dated August 31, 2021 of the Standing Committee of the Son La Provincial Party Committee continues to be maintained. In the period of 2022-2024, the total capital allocated to implement policies under the national target program on socio-economic development in ethnic minority and mountainous areas will reach more than 4,200 billion VND. This capital is mainly for building essential infrastructure, supporting production development and improving the quality of essential services for people in disadvantaged areas. One of the outstanding results in the process of mobilizing and effectively using resources is the clear change in rural infrastructure development, especially in communes in mountainous, remote and extremely disadvantaged areas.
By early 2025, Son La had 74 communes meeting new rural standards, an increase of 33 communes compared to 2019. Of which, 10 communes met advanced new rural standards. The average new rural criteria of the whole province reached 12.51 criteria/commune. Particularly, the communes of Son La city (old) were recognized as having completed the task of building new rural areas since 2019. To achieve the above results, the province has mobilized a total capital to implement the national target program on new rural construction for the period 2021-2025 of more than 52,000 billion VND. Of which, the central budget capital is more than 800 billion VND, the rest is from integrated sources, socialized capital and contributions from the people.
In reality, the movement "Son La joins hands to build new rural areas" in the period of 2021-2024 has become an important driving force, contributing to mobilizing people's strength, promoting internal strength, arousing the spirit of solidarity and creativity in the community. Socio-political organizations and unions at all levels have actively promoted and mobilized members, union members and people to join hands to implement criteria on traffic infrastructure, housing, clean water, environmental sanitation, culture and society. Many typical models in agricultural and rural development have made important contributions to creating jobs and increasing income for people, such as: Fruit tree growing model according to VietGAP standards, linking production according to value chains, developing community tourism associated with preserving national cultural identity, etc.
Son La is gradually achieving the goal of rapid and sustainable poverty reduction, contributing to the successful implementation of the Resolution of the 13th National Party Congress and the Resolution of the 15th Provincial Party Congress. However, in the context of many challenges due to natural disasters, climate change and the risk of falling back into poverty, Son La determined that it is necessary to continue to improve the capacity of investment management, administration and supervision; promote the role of the people as the main subjects. It is necessary to focus on effectively integrating capital sources; promoting digital transformation in the implementation of programs and projects, ensuring that all resources are used for the right purposes and the right subjects, bringing practical and long-term values to ethnic minorities.
