DTO - In recent times, the digital transformation of Cao Lanh City has been focused on both breadth and depth on three pillars: digital government, digital economy , and digital society. DIGITAL INFRASTRUCTURE DEVELOPMENT
In order to effectively implement digital transformation, the City People's Committee has specified the provincial documents in accordance with the city's conditions to create a favorable legal environment for promoting digital transformation, closely linking administrative procedure reform with digital transformation. Thereby, creating close and synchronous coordination between departments, branches, sectors, the Fatherland Front, socio -political organizations of the city and mobilizing the consensus and response of the people in implementing digital transformation.
100% of officials and civil servants are equipped with computers and scanners at specialized agencies of the city and People's Committees of communes and wards to serve the conversion of paper documents into electronic documents, contributing significantly to the synchronization of sending and receiving electronic documents between state agencies. All agencies of the city and communes and wards are connected to the Internet, the internal network basically meets the requirements of information exchange. The internal network infrastructure system is upgraded, operates stably, ensuring continuous operation.
The city has effectively deployed the City's Intelligent Operation Monitoring Center (IOC), and is integrating a shared database with the Provincial Digital Transformation Center to synchronize the databases of provincial departments and branches to ensure the good implementation of digital transformation goals according to the province's general policy. The specialized data transmission network of state agencies has been connected from the province to the city and the city to the communes and wards, ready to meet the needs of data application and exploitation services...
Ms. Ho Hue Thu Hang - Head of the Department of Culture and Information, Director of the Cao Lanh City Information Technology Center, said: “In 2023, the City Information Technology Center has advised the City People's Committee to implement a number of contents to promote digital transformation such as: Project to build information technology infrastructure (phase 7); install and activate 261 Windows operating system copyright sets, 91 Microsoft Office copyright sets for city departments, agencies and People's Committees of communes and wards; equip touch screens to serve the lookup and posting of electronic administrative procedures at the Reception and Results Department of the city and 15 People's Committees of communes and wards; 4 application software, typical digital transformation models: Digital tourism map; QR Code of tourist spots; Software to evaluate the administrative reform index Par Index; integrate Management of growing area codes, agricultural product maps and nongsancaolanh.vn application”.
These projects and models have contributed to strengthening the information technology infrastructure (computers, printers, scanners, etc.) for agencies and units in the city to serve the application of information technology and digital transformation. In addition, this is a result to contribute to ensuring that the city's Digital Transformation Assessment Index reaches at least 80% in the Digital Transformation Index and the 2023 Action Program that the city has committed to the Provincial People's Committee.
The city's Reception and Results Department has invested in equipment to ensure good service to the people.
BUILDING DIGITAL GOVERNMENT, DIGITAL ECONOMY, DIGITAL SOCIETY
The city maintains the operation of the province's information systems and shared software, connects the province's administrative procedure settlement with the population database according to Project 06 of the Government, ensures statistical reporting through the province's socio-economic reporting system to serve the direction and administration of the city's People's Committee. At the same time, effectively uses the Dong Thap Province Document Management and Administration software to serve the work. The connection between the city's branches and the People's Committees of communes and wards is maintained regularly. Thereby, improving work efficiency, saving time and costs for administrative activities; the rate of using 2-layer digital signatures reaches more than 90%.
In 2023, the city will deploy 100% of the entire online public services to serve people and businesses and generate more than 7,100 online payment records on the National Public Service Portal (reaching more than 37%). In addition, the situation of receiving and returning administrative procedure records through online public services is gradually improving. The city's Reception and Results Department received nearly 6,500 records online (reaching more than 91%); digitized more than 2,400 records (reaching more than 34%).
To develop the digital economy, the city has built a roadmap to put local OCOP products that meet the 3-star criteria on the e-commerce platform http://postmart.com.vn; https://voso.vn/. Currently, 39/40 products have been put on the e-commerce platform, the remaining 1 product has contacted the Post Office for support to put the product on the platform. At the same time, the city organizes support for subjects and business households to equip themselves with knowledge of applying information technology to agricultural production and issue growing area codes; coordinates to mobilize to increase the rate of agricultural production households participating in and trading on the e-commerce platform.
Regarding the construction of a digital society, during the year, the Community Digital Technology Team of 15 communes and wards coordinated with sectors and socio-political organizations to organize a launching ceremony for digital transformation with the installation of e-Dongthap applications 2,550 times, e-wallets 3,540 times, instructions on creating accounts and submitting documents online, paying on public services and installing e-wallets, QR Codes to make cashless payments at establishments, business locations, buying and selling, installing electronic identification accounts and ensuring personal information security...
Officials and civil servants of communes and wards of the city are equipped with computers for work.
Mr. Vo Phan Thanh Minh - Chairman of Cao Lanh City People's Committee, said: "To effectively implement digital transformation, the city focuses on leading the implementation of 3 pillars of digital transformation: building digital government, developing digital economy and digital society. At the same time, focus on digital transformation of some key sectors and fields; identify digital transformation as an important driving force to promote socio-economic development to have appropriate solutions and implementation roadmap. Along with that, focus on training and updating knowledge and skills for the team of cadres, civil servants and public employees assigned to specialize in digital transformation, information security, and application of information technology at agencies and units to provide good advice, contributing to improving the quality of e-government construction work".
Through the implementation of digital transformation, up to now, the construction of digital infrastructure has been invested to meet the needs of digital transformation in the city. In particular, the City IOC Center serving digital transformation has been put into use as: Data connection and sharing platform (LGSP); digital agricultural data platform; surveillance camera data processing and analysis platform; online conference platform, thereby creating favorable conditions for the deployment of information systems and databases in the city in the coming time.
The City People's Committee, the Fatherland Front and socio-political organizations are interested in creating favorable conditions for digital transformation, especially supporting people and businesses to use online public services. In addition, it is necessary to increase support and encourage start-up businesses to apply digital technology to create new products and services in the economic and social fields; continue to improve the investment environment, create a favorable environment for businesses; encourage small and medium-sized enterprises to transform digitally, and improve their competitiveness in the market, Chairman of the Cao Lanh City People's Committee Vo Phan Thanh Minh added.
