
Towards consensus for the common good.
Bat Bat commune is a large area, formed by merging the entire natural area and population of Tong Bat, Son Da, and Thuan My communes; most of the area and population of Cam Linh commune; and a portion of the natural area and population of Minh Quang commune, formerly in Ba Vi district.
After reorganization, Bat Bat commune has a natural area of 56.43 km² and a population of over 40,000 people, with various types of land suitable for production, economic development, tourism, and services. This creates favorable conditions for development, but also places high demands on land management.
In light of this situation, Bat Bat commune has identified propaganda, dispute resolution, and handling of land violations as key tasks to promptly address emerging issues and maintain stability at the grassroots level.
According to the provisions of the 2024 Land Law, before the competent authority resolves a dispute, the parties must conduct mediation at the People's Committee of the commune where the disputed land is located. Mediation at the People's Committee of the commune must be carried out within a period not exceeding 30 days from the date of receiving the request; the results of the mediation must be recorded in a minutes document, signed by the parties and confirmed by the People's Committee of the commune.
The experience at Bat Bat shows that the effectiveness of mediation lies not only in "judging" right and wrong, but more importantly in creating a forum for all parties to present their cases, listen to each other, and find suitable solutions.
Recently, at the Bang Ta village cultural center, the People's Committee of Bat Bat commune organized a mediation conference to resolve land disputes between the land lessee and households in Bang Ta village, aiming to address outstanding issues and find common ground between the people and the enterprise. The conference was attended by leaders of the commune People's Committee, representatives of the commune Fatherland Front Committee, specialized departments, the Party Secretary, the Head of Bang Ta village, representatives of Ao Vua Joint Stock Company, and 26 households involved.
During the mediation session, the opinions of residents and businesses were exchanged frankly. Business representatives expressed their desire to complete the renovation of the tourist area soon so that the project can become operational, contributing to the socio-economic development of the locality. Some households requested more time for consideration before agreeing on a plan, showing that mediation requires patience, respect, and consensus from all parties.
According to Hứa Bá Trình, Vice Chairman of the People's Committee of Bất Bạt commune, resolving difficulties should be done in a spirit of dialogue, openness, adherence to the law, ensuring the legitimate rights of all parties, and maintaining security and order in the locality. The People's Committee of the commune is determined to continue listening and coordinating with specialized agencies to ensure that mediation work achieves tangible results, aiming for stability and sustainable development.

Enhancing the activities of mediation groups.
Not only in major cases, grassroots mediation in Bat Bat is also effective in resolving conflicts between households. The mediation team in Khe Thuong village is a prime example. When land boundary disputes arise, the mediation team directly verifies the facts, compares records, and consults with land administration officials to persuade the parties to agree on a solution in accordance with regulations.
In reality, grassroots mediators play a crucial role due to their understanding of the local area, their closeness to the people, their familiarity with family and neighborhood relationships, and their knowledge of land use history. Besides legal grounds, mediation also requires flexibility and empathy to minimize prolonged disputes and maintain community solidarity.
Land dispute mediation in Bat Bat commune has contributed to maintaining stability at the grassroots level, strengthening people's trust in the government, and creating consensus in the local development process. When people, businesses, and the government engage in dialogue, many obstacles are gradually resolved in a spirit of harmonizing interests.
However, mediating land disputes is a complex task because many cases involve land ownership spanning multiple periods, incomplete documentation, or significant economic interests. Therefore, along with the involvement of the government, it is necessary to continue improving the capacity of grassroots officials and mediators, and to promote legal awareness among the people.
The experience in Bat Bat commune shows that mediating land disputes is an important solution that helps the government get closer to the people, resolve conflicts early, contribute to improving the efficiency of land management, and strengthen solidarity within the community.
