Dream come true
Mr. Huynh Viet Tien, Deputy Director of the Transaction Office of the Social Policy Bank (SBP) of Cai Rang District, said that in the first quarter of 2025, the district SBP approved and lent 60.383 billion VND to 110 customers to buy, hire-purchase social housing, build and repair houses. The total outstanding debt of the social housing loan program is 208.484 billion VND, with 371 customers still having outstanding debt. Borrowers pay interest in full every month and repay the debt on schedule as committed. Decree 100/2024/ND-CP has reduced some procedures for borrowing capital from the social housing program, helping people conveniently access capital with preferential interest rates. The district SBP transaction office has coordinated to promote propaganda and guide borrowers on necessary procedures.

Mr. Nguyen Huy Tung, 33 years old, living in An Hoa ward, Ninh Kieu district, expressed his joy when owning an apartment at the Nam Long 2 social housing apartment complex. Graduated from university with a degree in business administration, Mr. Tung has a monthly income of 14 million VND. Registering and being approved for a loan to buy social housing, Mr. Tung happily said: "I was guided through the loan procedures conveniently and quickly. Fulfilling my dream of "becoming a homeowner", I try to work hard to repay the capital and pay interest on time as committed."
Guiding visitors to the newly built house, Ms. Nguyen Thi Thuy Tien in Area 3, Hung Thanh Ward, said that the house was built on a resettlement site after planning and clearance. Ms. Tien received the house site for several years but did not have the conditions to build a house, so she had to "borrow" it from her parents' house. While planning to build a temporary house, Ms. Tien was introduced to the social housing loan program and was approved for a loan of 500 million VND. Construction began in July 2024, Ms. Tien moved into the new house near Tet At Ty 2025. Ms. Tien confided: "If I had not been given the conditions to borrow capital, I would not have been able to have this house. The program is truly meaningful to me and many workers who want to settle down."
Convenient access to loans
According to Mr. Lang Chanh Hue Thao, Director of the City Bank for Social Policies Branch, in the first quarter of 2025, the program disbursed to 116 customers. By the end of the first quarter, the total outstanding debt of the social housing loan program was nearly 498 billion VND, with 1,019 customers still in debt. Implementing the direction of the City People's Committee on promoting propaganda, reviewing needs and promptly disbursing capital for the social housing loan program, the City Bank for Social Policies Branch focuses on implementing the social housing loan program according to Decree No. 100/2024/ND-CP. Accordingly, the lending interest rate is equal to the lending interest rate for poor households prescribed by the Prime Minister from time to time, currently 6.6%/year. Loan level: loans to buy or hire-purchase social housing are up to 80% of the value of the social housing purchase or hire-purchase contract; Loans for construction or renovation, repair of houses up to 70% of the estimated value or capital usage plan, not exceeding 1 billion VND. Maximum loan term not exceeding 25 years from the date of first loan disbursement.
Beneficiaries of the social housing loan program are people with revolutionary contributions, relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on preferential treatment for people with revolutionary contributions; poor and near-poor households in rural, urban areas or rural areas in areas frequently affected by natural disasters and climate change; low-income people in urban areas; workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks; officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, civil servants, defense workers and public employees on active duty; people working in secretarial work, people working in other secretarial organizations receiving salaries from the state budget; cadres, civil servants and public employees according to regulations... Eligible subjects who need to borrow capital to buy or hire-purchase social housing should contact the transaction office of the Social Policy Bank of the district or county where the project is located; For housing construction, renovation, or repair, contact the transaction office of the district-level People's Credit Fund or the People's Committee of the commune, ward, or town where you reside for explanation and guidance on loan documents and procedures.
The social housing loan program has created, is creating and will create opportunities for many families of civil servants, public employees, workers and low-income people in need to easily access to buy, rent-purchase social housing, build or renovate, repair houses, and soon settle down.
