The province's goal for 2023 is to develop over 2,100 new businesses. To achieve this goal, the province focuses on many solutions to accompany and support business development.
After a long period of being affected by the Covid-19 pandemic, many businesses are facing difficulties, some even having to temporarily suspend operations or dissolve. With the policy of accompanying and removing difficulties for businesses, Quang Ninh province firmly adheres to the goal: Taking people as the center, businesses as the subject; ensuring the harmony of economic development goals with social progress and equity, environmental protection; closely linking economic development with cultural, social and human development. Following the direction of the province, departments, branches and localities have implemented administrative reform more substantially, improved the investment and business environment, supported enterprises, and attracted investment into the area with the viewpoint of 5 "real" (thinking real, speaking real, doing real, real efficiency and people and enterprises benefiting real) and 6 "daring" (dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate and dare to face difficulties and challenges, and be resolute in action for the common good).
Along with that, in the first quarter of 2023, a Conference was held to deploy the Government's Action Program to implement Resolution No. 30-NQ/TW (dated November 23, 2022) of the Politburo on the development of the Red River Delta (RD) and promoting regional investment in Quang Ninh with the participation of 1,000 delegates who are leaders of the Government, ministries, branches, and agencies under the Government; 11 localities in the RRD; international organizations, sponsors, businesses, domestic and foreign investors...
On the sidelines of the Conference, Quang Ninh province successfully organized investment promotion activities. Thereby, 2 projects were granted Investment Registration Certificates: Autoliv Vietnam Co., Ltd. Project in Song Khoai Industrial Park and Boltun Vietnam Lock and Die-forming Product Manufacturing Project in Bac Tien Phong Industrial Park (Quang Yen Town).
Along with that, the province also chaired and coordinated with the Ministry of Industry and Trade to successfully organize the Quang Ninh Logistics Services Development Conference with the participation of nearly 800 domestic and foreign delegates. The conference received many opinions from experts, investors, and businesses on logistics service development, with practical solutions. In particular, at the conference, 5 memorandums of understanding and cooperation agreements were signed between provincial departments and business associations and enterprises. Specifically: The Department of Industry and Trade signed with the Vietnam Logistics Service Enterprises Association on cooperation and support in developing the Project "Developing logistics services in Quang Ninh province to 2035, vision 2045"; The Department of Information and Communications signed a cooperation agreement with Viettel Consulting and Services Joint Stock Company on supporting digital transformation in logistics; Nam Tien Phong Joint Stock Company signed a cooperation agreement with Vietnam National Shipping Lines; Thanh Dat Joint Stock Company signed a cooperation agreement with Vinafco Joint Stock Company; Ha Long University signed a cooperation agreement with the Vietnam Logistics Human Resources Development Association on logistics human resource development.
The province also met, contacted, and promoted the investment and business environment of Quang Ninh with a number of large foreign economic groups, such as: LG Display Korea, CFHEC Company - China Transport Construction Corporation (CCCC), Navigos Group (Vietnam-Japan), Zuru Group (New Zealand) ... At the same time, attended a number of forums and seminars: Vietnam - Japan Economic Forum 2023. At the same time, met with a number of large economic groups, such as: Sojitz Group (Japan), Mastem Investment Management Group (Korea), Sunwah Group, TAL, SAI Leisure (Hong Kong, China) ... In the first quarter, the province welcomed and worked with 20 foreign corporations and investors to study and learn about investment in industrial parks and economic zones. In the first quarter of 2023, the total capital attracted to industrial parks and economic zones reached 341 million USD. It is expected to reach about 493.8 million USD by the end of the first quarter of 2023. Also in the first quarter, 503 units (346 enterprises, 157 dependent units) were newly established; ranked 4th in the Red River Delta region, ranked 12th nationwide with a registered capital of 2,546 billion VND. The number of employees at newly registered enterprises is 3,846 people, an increase of 69.5% over the same period in 2022. To date, the province has 17,259 enterprises and dependent units registered for business with a registered capital of 328,000 billion VND.
With specific solutions in improving the investment and business environment and supporting enterprises, Quang Ninh has received high appreciation from the business community, investors and people. Recently, Quang Ninh was honored to receive the prestigious title: Champion of the PCI Index 2022, leading the Provincial Competitiveness Index (PCI) for the 6th consecutive year; ranked first on the PAPI (Provincial Governance and Public Administration Performance Index) rankings. This result is extremely important for the Quang Ninh provincial government in its efforts to develop the socio-economy; affirming the province's determination to improve the business environment, enhance competitiveness effectively; continuing to affirm the trust and satisfaction of the business community and investors in the direction and administration of Quang Ninh province regardless of any difficult circumstances...
In 2023, the province aims to establish over 2,100 new enterprises; total social investment capital increases by over 10%, focusing on attracting at least 1 billion USD in FDI capital to industrial parks and economic zones. Currently, the province continues to promote specific solutions with the province's working theme in 2023 "Improving the efficiency of investment attraction".
The Provincial People's Committee has just issued Plan No. 99/KH-UBND (dated April 14, 2023) on business development in 2023. Accordingly, the province focuses on mechanisms and policies to support small and medium-sized enterprises, focusing on supporting access to credit, supporting tax declaration, accounting, technology, start-ups, market expansion, information, consulting and legal services for businesses. At the same time, supporting human resource development, supporting medium-sized enterprises converting from business households; supporting participation in industry linkages and value chains. The province is determined to increase the number of newly established enterprises; reduce the rate of dissolved and suspended enterprises; promote production and business capacity and sustainable development of enterprises in the province.
