On the evening of May 3rd, at the Luong Duong residential area's cultural center, the Hoa Binh Ward People's Committee organized the 2026 Amateur Music and Dance Festival and launched the "Lighting Up the Cultural Center" model.

With the theme "Unified Nation - Melodies of May," the five residential areas of Luong Duong, Ha Luan 1, Ha Luan 2, Dong Phuong 1, and Dong Phuong 2 presented outstanding performances praising the Party, President Ho Chi Minh, and the heroic homeland of Hai Phong .

The vibrant atmosphere of the festival attracted a large number of people to participate and cheer, creating a festive spirit to celebrate the country's major holidays in the historic months of April and May and looking forward to the Red Phoenix Flower Festival - Hai Phong 2026.

The festival marks the beginning of the "Lighting Up the Community Cultural Center" model of effective community mobilization in Hoa Binh ward. The community cultural centers in the ward are expected to become familiar meeting places for residents every evening.

Ms. Tran Thi Hang from Dong Phuong 2 residential area said she was very happy that in the near future, the cultural center of each residential area will become a regular cultural meeting place. Official hobby clubs will have official activity venues, with clearer and more diverse schedules.

According to Ms. Tran Thi Mai Phuong, Head of the Culture and Social Affairs Department of Hoa Binh Ward, cultural and artistic activities in the ward have been regularly maintained and widely developed. Many clubs have been established, attracting a large number of people to participate. The cultural centers of the 30 residential areas in the ward are gradually fulfilling their role as community gathering places.

Since the beginning of 2026, many programs have been organized directly at the cultural centers, creating a distinct impression, such as: folk dance and ballroom dance festivals of 18 clubs representing 30 residential groups; cultural exchanges celebrating the Party and the Lunar New Year by residential groups in the An Lu (formerly) area... However, some cultural centers do not operate regularly, and the content of activities remains monotonous. The level of participation from young people is still low. The effectiveness of utilizing cultural facilities is not uniform across residential groups.

In light of this situation, the locality proactively invested approximately 4 billion VND to renovate and repair 5 cultural centers. They are also developing new investment plans for residential areas lacking cultural facilities. "The launch of the 'Lighting Up Cultural Centers' model is considered a necessary step to overcome limitations and improve operational efficiency," Ms. Phuong said.

To concretize this model, in 2026, Hoa Binh ward will implement the "Cultural Meeting Point" plan with a different theme each month: May focusing on preserving intangible cultural heritage; June on youth; July on honoring history... This approach creates novelty, avoids boredom, and attracts people's participation.

Spreading cultural values ​​and enriching grassroots life.

The "Lighting Up Cultural Centers" model demonstrates the local government's determination to gradually implement Resolution No. 80 of the Politburo on cultural development and Resolution No. 05 of the City Party Committee, which aims to build Hai Phong into a "City of Music".

In the implementation plan for the "Cultural Center Lighting Up" model of effective community mobilization, the locality aims for 100% of neighborhood cultural centers to maintain activity every evening, focusing on the criteria of "lights - people - activities".

This is a core requirement to ensure that cultural centers operate effectively, avoiding situations of neglect or mere formality. The goal is for over 80% of residential areas to organize community activities at least 2-3 times a week. 100% of youth union branches and associations should establish clubs to participate in activities. Exchange programs, performances, and thematic activities should be organized monthly and quarterly, linking residential areas and schools, and coinciding with city and local holidays and anniversaries.

According to Nguyen Van Quy, Vice Chairman of the Hoa Binh Ward People's Committee, to ensure the model is implemented effectively, the ward has clearly defined the principles of deployment, making it practical and suitable for each residential area. Residents play a key role, directly participating and benefiting from the model.

The People's Committee of the ward developed a specific plan and assigned officials to be in charge of each area. Responsibility was assigned to the Party branch secretary, the group leader, and the head of the Fatherland Front working committee in each residential group. The ward actively mobilized resources from the community and businesses to invest in upgrading and renovating the community cultural centers and to standardize their equipment. Clear regulations for the use of the cultural centers were established. Emphasis was placed on management, ensuring security, order, and environmental hygiene.

Promote the model through public address systems, information portals, and social media groups. Encourage people to regularly participate in cultural and sports activities. Encourage the development of cultural clubs. Gradually apply information technology, aiming to build a digital cultural environment at the grassroots level. Local authorities should promptly commend organizations and individuals with achievements in implementation, creating momentum for wider dissemination.

Through concrete steps, Hoa Binh ward aims to build its cultural center into a community hub, spreading cultural values, strengthening unity, fostering creativity, and contributing to building a civilized, prosperous, and beautiful locality and community.
