Create breakthroughs to achieve double-digit growth targets.
The focus is on the Draft Plan for implementing tasks and solutions to promote socio -economic development in 2026. Hoa Lac strives to achieve a growth rate of 11% or more in the total value of products in the area. This is not only significant in terms of numerical targets, but also represents a crucial turning point, creating a foundation for a new development phase, in line with the orientation of building Hoa Lac into a modern satellite city of the Capital, connected with the Hoa Lac High-Tech Park and the Vietnam National University, Hanoi.

The plan has specified 23 socio-economic development targets, including 13 assigned by the city and 10 added by the commune People's Council, ensuring practicality and suitability to local conditions. The commune People's Committee has adopted the motto "Taking action, decisively and thoroughly," implementing the "6 clear" principle (clear person, clear task, clear responsibility, clear progress, clear product, clear effectiveness), strengthening administrative discipline and order, and using tangible results and the level of satisfaction of people and businesses as a measure to evaluate officials.
The driving force for growth has been identified as the service sector, trade, and digital economy. Leveraging its advantageous location with a high concentration of technology companies, research institutes, and universities, Hoa Lac aims to develop a high-quality service system to cater to experts, scientists , students, and workers. The locality strives to have the digital economy account for 25-30% of the service sector; promote cashless payments, implement electronic invoices, contributing to increased transparency in business operations and combating revenue losses.
In addition, the commune continues to restructure agriculture towards ecological practices and the application of high technology; strengthens revenue management, combats revenue loss, and ensures budget balance; and promotes administrative reform, providing 100% of eligible administrative procedures online throughout the entire process. Land clearance is identified as a key task, creating clean land to attract investment and develop infrastructure.

In 2026, the commune plans to implement 19 public investment projects with a total capital of approximately 95 billion VND, prioritizing technical infrastructure, education, and digital transformation. Resource allocation will be carefully planned to be focused and targeted, ensuring efficiency and avoiding dispersion and waste.
Developing the cultural industry
Along with the goal of economic growth, Hoa Lac has set a target of developing the cultural industry to account for at least 5% of its economic structure by 2026. This is identified as a direction consistent with the trend of developing a creative economy, while effectively exploiting the unique characteristics of the high-tech, university, and new urban area.
According to the Department of Culture and Social Affairs, Hoa Lac will develop traditional culture, modern technology, innovative services, and a knowledge-based community. The focus will be on linking the preservation and promotion of cultural heritage values with the development of experiential tourism; building cultural and culinary spaces to serve experts and students; promoting the digitalization of historical sites, applying QR codes and e-commerce; and developing souvenir products with local characteristics and a night-time economy on an appropriate scale.

Chairman of Hoa Lac Commune People's Committee, Dao Xuan Ban, emphasized that the development of cultural industries must adhere to the principle of not following trends or spreading resources too thinly, but rather selecting feasible models with a market, real revenue, job creation, and concrete contributions to the local budget.
Culture must be linked to the economy while preserving cultural identity, ensuring security and order, and protecting the living environment. Accordingly, specialized agencies should urgently finalize plans that maximize the quantification of targets; clearly separate the contributions of each sector: services and trade, digital economy, industry, urban agriculture, and cultural industries; develop specific growth scenarios, and clearly define milestones for monitoring and evaluation. Each sector must have clear output targets, a lead agency, and a close coordination mechanism to avoid overlap and formality.
In particular, the commune is strengthening coordination with the High-Tech Park Management Board, universities, and businesses to form an ecosystem of innovative services and experiences bearing the unique mark of Hoa Lac. The government plays a facilitating and coordinating role; the High-Tech Park is the growth pole; and the knowledge community is the driving force for innovation – these are the three pillars of development in the coming period.
Emphasizing the context of increasingly limited land resources, the Chairman of the People's Committee of the commune requested a strong shift in development thinking, moving from expanding scale to improving quality, efficiency, and added value. Administrative reform, tightening discipline and order, and enhancing public service responsibility must be carried out regularly and continuously; using the satisfaction of people and businesses as a measure.
With a proactive, creative spirit, daring to think, daring to act, and daring to take responsibility, the Party Committee, government, and people of Hoa Lac commune are creating new momentum and strength for 2026.
