The number of villages and residential areas has increased significantly.

Deputy Prime Minister Pham Thi Thanh Tra recently signed Directive No. 21 dated May 20th from the Prime Minister on the reorganization of villages and residential areas, and the arrangement, utilization, and policies for part-time officials at the commune, village, and residential area levels.

During the reorganization process, in addition to the achievements, many villages and residential areas still do not meet the prescribed criteria. After the reorganization of provincial and commune-level administrative units in 2025, the average number of villages and residential areas per commune-level administrative unit has increased significantly, creating a large management pressure on local authorities.

To ensure consistent, synchronized, and effective implementation nationwide, the Prime Minister requested ministries, sectors, and localities to urgently carry out the rearrangement of villages and residential areas to ensure compliance with the prescribed criteria and conditions.

In addition, it is necessary to fully consider the specific factors of history, culture, customs, traditions, geographical conditions, national defense, security, and the natural cohesion of the local community...

Government leaders noted that during the implementation process, it is necessary to maintain political stability and social order and security; promptly handle emerging issues, and prevent hotspots and complex incidents at the grassroots level.

The Prime Minister requested that the People's Committees of provinces and cities urgently organize a comprehensive review of all villages and residential areas in their localities; develop a comprehensive plan for rearranging and reorganizing villages and residential areas, and report it to the Party Committee at the same level before issuance; completing this before June 10th.

The provincial level directs the People's Committees of communes to develop plans for rearranging villages and residential areas; organize public consultations and submit the plans to the People's Councils of communes for approval, ensuring transparency and consensus during implementation; and complete this before June 30th.

Selection and recruitment of civil servants and public employees at the commune level.

Another important point is that the People's Committees of provinces and cities must terminate the employment of part-time officials at the commune level before May 31st; urgently develop, issue, and implement plans for the placement, utilization, and provision of benefits and policies for part-time officials at the commune level; and ensure that this is completed in conjunction with the completion of the reorganization of villages and residential areas, before June 30th.

Based on the staffing quota allocated for 2026, localities will select and recruit individuals with suitable qualities, capabilities, and professional qualifications to immediately meet the job requirements and job positions as commune-level civil servants and public employees.

At the same time, implement a contract system for civil servants and public employees to fill necessary positions that meet job requirements and are qualified and eligible according to regulations.

The selection and nomination of part-time community workers in villages and residential areas must ensure compliance with the prescribed conditions, standards, and procedures. Full and timely provision of benefits and policies is required for those who are no longer assigned or employed.

The Ministry of Interior is tasked with finalizing the plan for reorganizing villages and residential areas, and arranging, utilizing, and providing policies and regulations for part-time officials at the commune, village, and residential area levels. It is also to advise the Government on issuing a Decree regulating the organization and operation of villages and residential areas, and some policies and regulations for part-time officials in villages and residential areas, in accordance with the Government's directives, to be issued before May 26th.
