Perfecting regulations on high-tech agriculture

Discussing in the Working Group on the draft Law on High Technology (amended), many delegates suggested that the drafting agency continue to clarify and perfect regulations on high-tech agriculture and high-tech agricultural zones, considering this a key component of the strategy for developing modern, sustainable and internationally competitive agriculture.

Incentives for high-tech projects in mountainous areas

Delegates appreciated the drafting agency for accepting the opinions of the National Assembly Standing Committee and the examining agency on supplementing the list of high technologies prioritized for development and assigning the Government to provide detailed regulations as a basis for determining technology products encouraged for development; determining high-tech application projects prioritized for investment and development and enjoying preferential policies, support from the State and priority in technology transfer.

National Assembly Delegate Tran Thi Thanh Huong ( An Giang ) is interested in the concept of high technology. Accordingly, there are many concepts related to technology such as new technology, advanced technology, strategic technology, source technology, core technology, so how can we determine which is high technology?

Delegates said that if the concept is not clear, it will be difficult to apply in practice, because there are many types of technology.

Also concerned, National Assembly Deputy Nguyen Hoang Mai (Dong Thap) noted that the draft Law stipulates that "high technology has the ability to spread widely", but there are technologies that are national secrets or business secrets that cannot spread even though they are high technology, so this content should be removed to avoid causing difficulties in the implementation process.

Regarding the State's policy on high-tech and strategic technology development, delegates Tran Thi Thanh Huong and Pham Van Hoa (Dong Thap) suggested that there should be incentives for high-tech projects in ethnic minority, mountainous, border areas, and areas with difficult socio-economic conditions.

Delegate Tran Thi Thanh Huong proposed that it is necessary to exempt and reduce corporate income tax, support 0% interest rates for businesses investing in and developing digital infrastructure, and prioritize land allocation for high-tech zones in areas with difficult conditions.

Emphasizing that the key is still high-tech human resources, delegate Pham Van Hoa suggested that the State have a policy to train cadres with expertise and specialized in applying high technology in mountainous, remote and isolated areas, and encourage cadres to work in these areas.

Supplementing specific policies on working environment in high-tech projects

National Assembly deputies Nguyen Van Manh (Phu Tho), Tran Thi Thanh Huong... suggested that the drafting committee study and retain the regulations on high-tech agriculture, high-tech agricultural enterprises and high-tech agricultural zones in Articles 16, 19, and 32 of the current Law.

Delegate Nguyen Van Manh analyzed that these regulations have been established stably for more than 17 years, associated with many different laws such as: High Technology Law; Land Law; Urban and Rural Planning Law; Government Organization Law... "Suddenly abolishing them will create a legal gap and cause difficulties for planning, land procedures, apparatus organization and assignment of tasks of state agencies".

In addition, the country has planned 34 high-tech agricultural zones in 19 localities, many of which are large-scale, operating and attracting investment. Without specific and clear regulations, localities will have no legal basis to continue to maintain and develop these models.

Therefore, delegate Nguyen Van Manh suggested continuing to maintain, clarify and improve regulations on high-tech agriculture and high-tech agricultural zones, considering this a key component of the strategy for developing modern, sustainable and internationally competitive agriculture. This is also a necessary step for Vietnam to maintain its position as a center for supplying high-quality agricultural products in the region and the world.

National Assembly Deputy Nguyen Hoang Bao Tran (Ho Chi Minh City) also proposed that the draft Law should retain the content on high-tech agricultural zones. In fact, the high-tech agricultural zone in Ho Chi Minh City has a cultivation value 10 times higher than traditional agriculture. This is also a place for agricultural transfer.

Concerned about attracting high-quality human resources in high technology, National Assembly Deputy Tran Thi Van (Bac Ninh) suggested that, in addition to environmental policies and income tax incentives, high-tech zones need to have modern infrastructure; a clean natural environment; corporate culture and human resource environment; an ecosystem supporting innovation; transparent management and policies.

Therefore, in addition to existing policies, delegates proposed that there should be more specific policies on the working environment in research facilities, high-tech projects, and strategic technologies to attract high-quality human resources from abroad and domestically, especially chief engineers, scientists, and highly qualified experts from abroad.
