
The ceremony was solemnly organized by the Party Central Committee, President, National Assembly, Government, Central Committee of Vietnam Fatherland Front and Hanoi City.
Also attending the ceremony were former General Secretary Nong Duc Manh; Politburo members: Secretary of the Party Central Committee, President of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Minister of National Defense , General Phan Van Giang; Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.

On the Lao side, there were Ms. Khamphau Ernthavanh, Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Vietnam; representatives of the family of President Kaysone Phomvihane; officers and staff of the Lao Embassy in Vietnam; representatives of Lao citizens and students living, working and studying in Vietnam.

Delivering a speech at the ceremony, reviewing important historical milestones of the Lao Revolution, President Luong Cuong stated that under the leadership of the Lao People's Revolutionary Party, the Lao people united, fought persistently and bravely, and achieved glorious victories.
On October 12, 1945, the Lao Itxala Government was established and on December 2, 1975, the Lao People's Democratic Republic was born. This was a great event, opening an era of independence and freedom for the Lao people.
The Lao People's Revolutionary Party became the ruling party, correctly and clearly defining the path and setting out the goals, tasks and development directions of Laos in the new period.
The President affirmed that the past 50 years have been a brilliant and glorious historical journey for the Lao people, a heroic journey filled with faith and perseverance on the chosen path, believing in the bright future of the country.
Under the leadership of the Lao People's Revolutionary Party, Laos has transformed itself strongly, unitedly, and resiliently overcome all difficulties and challenges, achieving many great and outstanding achievements in all fields; socio-political stability; national defense and security have been maintained; people's lives have been increasingly improved, and per capita income has increased nearly 20 times in the past 40 years.
Foreign relations are increasingly expanded, the prestige and position of the Lao People's Democratic Republic are constantly enhanced in the international arena.
On behalf of the leaders of the Party, State and people of Vietnam, the President warmly congratulated and shared joy over the important and historic achievements that the Party, State and people of Laos have attained in the past 50 years of development.

Also on this special anniversary, respectfully remembering and paying tribute to President Kaysone Phomvihane - founder of the Lao People's Revolutionary Party, a close and loyal friend of the Party, State and people of Vietnam, the President emphasized that the life of President Kaysone Phomvihane is a shining symbol of patriotism, strategic intelligence and sacrifice for the people.
Although he has passed away, the thoughts, vision and correct policies of President Kaysone Phomvihane will forever be a valuable legacy, a guiding principle for the cause of building and developing Laos in the new era.
Pointing out that the special Vietnam-Laos and Laos-Vietnam relations were directly founded by great leaders such as President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong; and were painstakingly built, preserved and nurtured by generations of leaders and people of the two countries with sweat, effort, intelligence and even blood, the President affirmed that it has truly become a priceless asset, a "unique relationship in world history," a solid foundation for present and future generations to continue writing beautiful stories about the great friendship, special solidarity and comprehensive cooperation between the two countries.
Recalling the saying of President Kaysone Phomvihane during his lifetime: “Let us preserve and nurture the Vietnam-Laos friendship and solidarity to be forever strong, forever pure like a precious gem, because it is the crystallization of meaning, of love, of the efforts, minds and even the blood of the two brotherly peoples,” the President said that this idea still holds true in the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, Laos and Vietnam; it is necessary to especially respect and express gratitude for the contributions of generations of leaders and people of the two countries who have devoted and sacrificed in exchange for peace, independence and freedom today.
Reviewing President Ho Chi Minh's affection and concern for the development of the Lao revolution and the Vietnam-Laos relationship, when he deeply recognized the relationship between the two countries and peoples not only linked by borders and geography, but also by a history of fighting together, a blood bond, and inseparability, the President emphasized that the Party, State and people of Vietnam are always proud to have a loyal, steadfast friend with the same aspirations; every victory of the Vietnamese Revolution in the past struggle for national liberation, as well as in the current national construction and development, is associated with special solidarity, with the spirit of "sharing weal and woe, sharing a grain of rice, sharing a stalk of vegetable, sharing happiness and sorrow" of the brotherly Lao people.

The President affirmed that Vietnam strongly and comprehensively supports the cause of innovation, construction and development of the brotherly country of Laos and will do all it can to continuously consolidate and develop the great friendship, special solidarity and comprehensive cooperation between the two countries.
The President emphasized that in recent years, the world and regional situation has changed rapidly, complicatedly and unpredictably, which has had a significant impact on countries, including Laos and Vietnam. However, under the leadership and direction of the two Parties and two States, the implementation of the Congress Resolutions of each Party has continued to achieve important results.
The contents of the agreements between the two Parties and two countries have been actively coordinated and implemented by all levels and sectors of the two sides, achieving practical results, contributing to the development of each country, consolidating and enhancing the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, Laos and Vietnam, which has increasingly developed and deepened in all fields.
On the occasion of the solemn ceremony imbued with solidarity, friendship and brotherhood, on behalf of the leaders of the Party, State and people of Vietnam, the President once again wished the Lao people, under the wise and correct leadership of the Lao People's Revolutionary Party, headed by General Secretary and President Thongloun Sisoulith, to continue to gain even greater victories in the cause of national construction and defense; successfully implement the Resolution of the 11th Congress and the 5-year socio-economic development plan 2021-2025, towards successfully organizing the 12th National Congress of the Lao People's Revolutionary Party; and wish the great friendship, special solidarity, comprehensive, loyal and pure cooperation between Vietnam and Laos, Laos and Vietnam to be forever green and sustainable.

At the ceremony, Ambassador of the Lao People's Democratic Republic to Vietnam Khamphao Ernthavan respectfully expressed his gratitude for the deep affection that the leaders of the Party, State and people of Vietnam have for the Party, State and people of Laos, as well as President Kaysone Phomvihane and the special Laos-Vietnam relationship, demonstrating the loyalty and steadfastness between the two peoples throughout the struggle for independence as well as 50 years of building Laos.
Reviewing the historical milestones of the birth of the Lao People's Democratic Republic, Ambassador Khamphao Ernthavan pointed out that the founding of the Indochinese Communist Party in 1930 and the establishment of the Ai Lao Regional Party Committee in 1934 created the foundation for the Lao revolutionary movement.
From the victory in 1945, to the Geneva Agreement in 1954 and the birth of the Lao People's Revolutionary Party in 1955, the Lao people gradually regained independence and sovereignty, and the milestone of the birth of the Lao People's Democratic Republic on December 2, 1975 opened a new era, affirming the complete victory of the national democratic revolution.
The Ambassador emphasized that in 50 years of nation building, especially 40 years of renovation, Laos has achieved many great and comprehensive achievements in all fields; the leadership role of the Lao People's Revolutionary Party continues to be consolidated; mass mobilization work has been widely deployed, associated with movements to reduce poverty, build model families, and develop rural areas, contributing to strengthening the great national unity bloc; the system of state agencies has been improved; laws have been synchronously perfected, towards building a people's democratic rule-of-law state.
The socio-political situation remains stable; independence, sovereignty and territorial integrity are guaranteed; national defense and security continue to be built firmly; the economy, despite facing many challenges, still maintains a stable growth momentum; the socio-cultural field has made much progress, poverty reduction has achieved remarkable results, the human resource development index has been raised to the level of many countries that have escaped underdevelopment. Cooperation with countries in the region and internationally has been expanded, relations with strategic friends have reached new heights.
Referring to the Laos-Vietnam relationship, Ambassador Khamphao Ernthavan emphasized that over the past 50 years, despite the complicated changes in the regional and world situation, the great friendship, special solidarity and comprehensive cooperation between Laos and Vietnam, built and nurtured by President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong, has been continued to be promoted by generations of leaders, revolutionaries and people of the two countries. Today, this relationship has become a valuable asset of the two peoples, a law of existence and development, and a decisive factor in all victories of each country's revolution.
The Ambassador expressed his deep gratitude for the wholehearted and selfless assistance of the Party, State and people of Vietnam to the Lao People's Democratic Republic during the struggle for national liberation as well as in the current national construction; and pledged to continue to preserve and promote the special Laos-Vietnam relationship "forever green, forever sustainable."
Previously, President Luong Cuong and delegates attending the ceremony visited a photo exhibition on outstanding milestones throughout the history of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, Laos and Vietnam, jointly organized by the Embassy of the Lao People's Democratic Republic in Vietnam and the Ministry of Culture, Sports and Tourism of Vietnam.
