Hanoi Secretary requests not to let the situation of "resolute above, slow moving below"

Besides, the work of Party building and implementation of political , economic, socio-cultural, national defense and security tasks has been carried out effectively, smoothly, stably and met the people's requirements by localities.

Regarding the site clearance for Ring Road 1 (Hoang Cau-Vo Phuc section), Giang Vo ward has approved a total of 794/795 plans and 477 plans have handed over the site; the remaining 318 plans have not yet handed over the site, of which 144 households have received money and houses but have not yet handed over...

Dong Da District has previously approved 591/591 plans (100%); arranged resettlement of 292 apartments for 213 households; handed over the site of 443 plans, reaching 75% of the total volume. Currently, there are 148/591 plans yet to be handed over. Through mobilization up to now, 28/148 plans have committed to hand over before November 28.

Lang Ward has a total of 597 land acquisition plans, of which 564 have been approved. Before the merger, 118/597 plans had handed over the site; 479/597 plans had not yet handed over the site. After the merger, the ward mobilized and reclaimed the site, signed the site handover minutes, bringing the total number of plans that had handed over the site to 243/597 plans (40.7%).

Currently, the 3 wards are continuing to carry out site clearance procedures in accordance with legal regulations to promptly hand over to project construction units to ensure the set progress.

Concluding the meeting, comrade Nguyen Duy Ngoc commended the results of Party building, socio-economic development, and national defense and security assurance achieved by the wards in recent times.

Regarding the Beltway 1 project (Hoang Cau-Vo Phuc section), he requested localities to focus on implementation and promote progress to carry out the project according to the roadmap.

Regarding Party building work, he requested that Party committees at all levels continue to innovate leadership methods so that Party organizations and each Party member can clearly understand leadership viewpoints, fully update information, promote the spirit of being exemplary, taking the lead, and participating in contributing to the development of the Capital. Regarding decentralization and delegation of power, the city and localities must be closely linked with administrative procedure reform and digital transformation. In particular, regarding digital transformation, wards need to pay attention to training and coaching staff, arranging equipment, transmission lines, and software to manipulate shared data, avoid waste, and ensure synchronization.

He said that in 2026, the city aims for a growth rate of 11% or more, so communes and wards must clearly calculate solutions and scenarios for this issue and demonstrate their resources contributing to the city's development. Party organizations and Party Secretaries at the commune level must be responsible for directing, leading and implementing the assigned tasks to achieve the best results. The city will accompany the grassroots in a spirit of responsibility, for the common task. However, localities must proactively propose and promptly report arising issues, not allowing the situation of "resolute above, slow moving below".
