This is an important step to fully institutionalize the contents that the National Assembly assigned the Government to specify in detail, creating a unified, synchronous and feasible legal basis to improve the effectiveness and efficiency of state budget management in the new development stage.
Speaking at the conference, Deputy Minister of Finance Nguyen Duc Chi affirmed that the 2025 State Budget Law is a large-scale law project, deeply affecting all sectors, fields and localities nationwide. The law plays a fundamental role in implementing the country's socio-economic development goals in the new era. In this amendment, the National Assembly assigned the National Assembly Standing Committee to specify 4 contents, and assigned the Government to specify 26 contents. On that basis, the Ministry of Finance was assigned to preside over the drafting of 3 resolutions of the National Assembly Standing Committee and 6 decrees of the Government.
The draft Decree consulted at this conference is an important document, detailing 20 out of 26 contents assigned to the Government by the National Assembly. This Decree will replace the current Decree No. 163/2016/ND-CP, which was issued to guide the 2015 State Budget Law, but is no longer consistent with the fundamental changes in the revised 2025 State Budget Law.

Based on the official dossier of the draft law and the results of coordination and exchange with the agencies of the National Assembly during the process of building, receiving, explaining and revising the draft law, the Ministry of Finance has proactively built a dossier to submit to the Government and at the same time built a draft Decree. The Ministry of Finance also issued Official Dispatch No. 18130/BTC-NSNN dated June 20, 2025 to ministries, branches, central and local agencies to collect comments; at the same time, posted the draft on the Government and Ministry of Finance's electronic information portal to collect public comments.
Deputy Minister Nguyen Duc Chi emphasized that this conference is the next step to continue to solicit opinions on the revised contents after the National Assembly passed the Law, with the goal of ensuring that the draft Decree is comprehensively developed, closely following reality and highly feasible when implemented.
The Draft Decree is built on 5 main guiding viewpoints.
Firstly, ensuring consistency with the principles of law amendments that have been applied in the process of drafting the State Budget Law and in sync with Resolution No. 203/2025/QH15 of the National Assembly dated June 16, 2025 on amending and supplementing a number of articles of the Constitution and related laws.
Second, specify the contents assigned in the State Budget Law.
Third, ensure the stability of the legal system as well as the state management functions of ministries, branches and localities according to the provisions of law.
Fourth, inheriting the current regulations that have been implemented and proven to bring positive impacts to the socio-economic situation of the country. The contents that need to be amended and supplemented are considered and built in a clear and transparent manner in the draft.
Fifth, simplify procedures to ensure feasibility, promote the responsibility of leaders, and individualize responsibilities. Strengthen decentralization and delegation of authority to create initiative for ministries, branches, and localities in establishing, implementing, and publicly settling and monitoring the state budget.
At the conference, the representative of the European Union (EU) Delegation, Mr. Gonzalo Serrano, Deputy Head of the Cooperation Department, said that the EU, together with the German International Cooperation Organization (GIZ), has been closely accompanying the Ministry of Finance within the framework of the Program to strengthen economic governance in Vietnam.
Mr. Gonzalo Serrano shared that the EU is particularly interested in supporting Vietnam in implementing the new State Budget Law in line with international practices and linked to public investment reform, building a transparent and fair tax environment, creating favorable conditions for the private sector and foreign investors, including European enterprises. The completion of the budget legal framework will contribute to improving the efficiency of state budget revenue and expenditure, better meeting the development and social security needs of the people.
Within the framework of the conference, delegates focused on discussing many important contents. These included issues such as conditions and methods for determining budget deficit; mechanisms for managing and accounting for public debt borrowing and repayment; methods for budget support for non-state budget financial funds; receiving and managing funding sources and voluntary contributions; and state budget support for social organizations.
One content that received many comments was the authority of the Provincial People's Council in deciding on the regime, standards, and norms of local budget expenditures. This is a new content aimed at enhancing local autonomy, along with accountability and transparent control in budget management.
The contents related to the preparation of the state budget estimates were also thoroughly discussed, including the responsibilities of relevant agencies, the order and time of preparation, synthesis, decision and assignment of estimates. Many opinions were contributed on the process of allocating and assigning estimates, organizing budget revenue and expenditure, principles and conditions for advance payment of estimates, handling of increased revenue, excess revenue, revenue shortfall compensation and finalization of remaining expenditure.
Deputy Minister Nguyen Duc Chi affirmed that the issuance of the Decree detailing the implementation of a number of articles of the State Budget Law is an urgent requirement to promptly institutionalize the new Law, ensure consistency and synchronization in the legal system, and meet the requirements of budget management in the new development context. The Ministry of Finance is committed to maximally absorbing opinions from ministries, branches, localities and international organizations to continue perfecting the draft, ensuring high quality when submitting it to the Government for consideration and promulgation.
