- Through my understanding, recently, I have seen some party members and the masses in the village whispering about some party members who are currently active in our party cell but do not meet the requirements in terms of professional qualifications and skills but still hold the positions of Chairwoman of the Commune Women's Union and Chairwoman of the Commune Veterans Association. - Regarding my case, I would like to explain as follows. Before being elected as the President of the Commune Women's Union, I completed all procedures and processes and was approved and certified by the competent authority as meeting all standards and conditions. However, according to the new regulations stated in Decree No. 33, commune-level officials must have professional qualifications from university level or higher. I currently only have a college degree, but I am studying law at university level and will graduate next year. Decree 33 states that if I do not meet the standards, I must meet the prescribed standards within 5 years from the effective date of Decree 33 (June 10, 2023). Therefore, I am still qualified to work - said Comrade Q., President of the Commune Women's Union.
- I have studied Decree 33 very carefully and agree with the opinion of the Chairman of the Commune Women's Union. This Decree also stipulates that after 5 years from the effective date of Decree 33, if the cadres do not meet the standards, they will be retired or their staff will be reduced - said the Deputy Secretary of the Party Cell.
At this point, the Chairman of the Commune Veterans Association, who is also a party member active in the cell, confided:
- To tell you the truth, I don't have a university degree either. But I'm 50 years old this year, and going to university takes several years, which is both time-consuming and expensive, so I'm hesitant. I also don't know if I'll be elected as a cadre by the people and members after I finish studying, so I'm very hesitant. - Comrade P. spoke frankly and sincerely. It is true that anyone in his position would be reluctant to learn. But he has worked for many years, always completed his tasks well, and is trusted by many members. If he is reluctant to learn, he will not meet the job requirements and will have to quit his job. - I think you need to try to overcome difficulties to both meet the standards of the position and set an example for other party members and your children in the spirit of learning. Currently, there are many forms of learning that are very convenient for cadres to both study and work. Moreover, if you have a university degree, you may not work in this position, but you may work in another position - the Party Committee member analyzed.
