According to Decree 81/2021 (Decree 81) of the Government , the lowest university tuition fee will be 13.5 million VND/year for the art majors of non-autonomous schools. For autonomous schools, the lowest tuition fee according to regulations is also 27 million VND/year. However, in some specific majors and schools' own regulations, there are still tuition fees lower than this level.
In the context that most universities have switched to autonomy, what students are most concerned about now is tuition fees.
According to information announced by many schools, the tuition fees for new students in 2023 are all lower than the ceiling prescribed by Decree 81. For example, at the Faculty of Medicine (Ho Chi Minh City National University), the tuition fees for the majors of medicine, pharmacy, dentistry and traditional medicine are expected to be 55 million VND/year, and for nursing 40 million VND/year. Thus, the tuition fees for majors of the Faculty of Medicine are lower than the ceiling by several hundred thousand VND to 1.8 million VND/year.
Associate Professor, Dr. Tran Hoang Hai, acting Principal of Ho Chi Minh City University of Law, said that the school's Council has just approved a new tuition fee applicable to students of the 2023 class. Accordingly, the tuition fee for the general program is only over 30 million VND/year. This fee is lower than the ceiling fee for the business, management and law majors, which is allowed to collect a maximum of over 35 million VND/year for fully autonomous schools. In particular, this official tuition fee is lower than the expected fee in the school's tuition fee proposal announced earlier for this school year. "After 2 years of not increasing tuition fees due to the policy of the Ministry of Education and Training and the Government to share difficulties with students, next year the school will not increase tuition fees as planned in the previous proposal," said Mr. Hai.
Since early March, the University of Social Sciences and Humanities, Ho Chi Minh City has issued a notice on tuition fees for training programs for the 2023-2024 academic year. Notably, the tuition fees for the 2023 course will be the same as the 2022 level. Accordingly, the lowest tuition fees apply to the following majors: philosophy, religious studies, history, geography, information - library and archival studies (VND 430,000/credit and VND 13 million/school year). The remaining majors range from VND 19.8 - 26.4 million/year. Explaining the reason for not increasing tuition fees compared to the previous course, Dr. Pham Tan Ha, Vice Principal of the school, said that the school has considered the current difficult economic situation. The school's decision not to increase tuition fees is to avoid disruption and allow students to study at an acceptable tuition fee level.
Many non-public schools do not increase tuition fees. Ms. Nguyen Thi Tuyet Huong, Deputy Director of the Admissions Center of Hoa Sen University, said that the average tuition fees for the school's majors in 2023 range from 70 to 86 million VND/year depending on the major, for 3 semesters per year. "This tuition fee level does not increase compared to the 2022 admission season, including textbooks, library accounts, and photocopying accounts at the school's training facilities," Ms. Huong shared.
Tuition fees will vary depending on the school and the major.
Specifically, the art design group has the highest HP, 86 million VND/year, an average of 28.6 million VND/semester. The finance - banking and accounting group has 70 million VND, an average of 23.3 million VND/semester. The sports economics and financial technology group has the lowest HP, only 60 million VND/year, an average of 20 million VND/semester.
At Van Lang University, students pay tuition fees each semester, based on the number of credits they study in each semester. For the standard program, the tuition fee ranges from 20 to 30 million VND/semester. The estimated tuition fee for the maxillofacial major is from 85 to 98 million VND/semester. Dr. Vo Van Tuan, Vice Principal of Van Lang University, affirmed that in the 2023 school year, the school will keep the same tuition fee as in 2022 to reduce the burden of tuition costs in the current difficult economic and financial situation.
Similarly, Master Tran Thuy Tram Quyen, Vice Principal of Hong Bang International University, said that in 2023, the school will also keep the same HP level as in 2022. "For the health sector, the school will calculate and rearrange the learning path, so HP will be reduced to create conditions for students with difficulties to be able to study," said Ms. Quyen.
