The Red River Delta Regional Coordination Council consists of 30 members.

Prime Minister Pham Minh Chinh is Chairman of the Council.

Minister of Planning and Investment Nguyen Chi Dung is the Permanent Vice Chairman of the Council.

The 5 Vice Chairmen of the Council are: Minister of Construction Nguyen Thanh Nghi; Minister of Natural Resources and Environment Dang Quoc Khanh; Minister of Science and Technology Huynh Thanh Dat; Minister of Industry and Trade Nguyen Hong Dien and Minister of Information and Communications Nguyen Manh Hung.

2. Lieutenant General Huynh Chien Thang, Deputy Chief of the General Staff of the Vietnam People's Army, Ministry of National Defense.

The working regime, tasks and powers of the Red River Delta Coordination Council are stipulated in Article 4 of Decision No. 826/QD-TTg dated July 11, 2023 of the Prime Minister on the establishment of the Red River Delta Coordination Council and Articles 4 and 5 of Decision No. 45/QD-HDDPDBSH dated July 11, 2023 promulgating the Operating Regulations of the Red River Delta Coordination Council.

On July 11, 2023, Prime Minister Pham Minh Chinh signed Decision 826/QD-TTg to establish the Red River Delta Regional Coordination Council. The Council was established to innovate the regional coordination mechanism, promote rapid and sustainable socio-economic development of the Red River Delta, protect the environment and ensure national defense and security.

The Regional Coordination Council is an inter-sectoral coordination organization established by decision of the Prime Minister, performing the function of assisting the Prime Minister in researching, directing, coordinating, and resolving important inter-sectoral tasks on regional connectivity and sustainable regional development.

The Red River Delta includes 11 provinces and cities: Hanoi, Hai Phong, Quang Ninh, Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Thai Binh, Ha Nam, Nam Dinh, Ninh Binh.
