Road surface construction for upgrading project section Km 18 - Km 80 National Highway 4B

In order to compete for achievements to welcome the 18th Provincial Party Congress, the assigned units have registered 18 projects for inauguration and new construction with a total investment capital of over 5,000 billion VND to focus on accelerating progress. Of which, the provincial-level investors have 8 projects and the commune-level investors have 10 projects. Up to now, 10/10 projects invested by communes have been completed and put into operation as planned. The remaining 8 projects invested by provincial units are entering the final stage.

Overcome the sun, overcome the rain

From May 2025 to now, heavy rain has directly affected the organization of construction and site clearance for 5 transitional projects to be completed in 2025 and 3 newly started projects to be completed after 2025, including: the project to upgrade the section Km 18 - Km 80 of National Highway 4B; the road connecting National Highway 4B with National Highway 18; the project to open a new inter-commune road in Chi Lang - Y Tich; the project to renovate and upgrade National Highway 4B from Km 3+700 to Km 18; the project to renovate and upgrade Cao Loc - Ba Son road (DH.28).

Construction contractors have focused on implementing appropriate solutions to organize production on site with the spirit of "Overcoming the sun, overcoming the rain", mobilizing maximum machinery and equipment to speed up progress.

At the project to upgrade the section Km 18 - Km 80 of National Highway 4B, despite the heavy rain, the contractors still maintained the organization of 41 construction teams, mobilized 288 pieces of equipment of all kinds and nearly 600 workers with a bustling and vibrant production atmosphere.

Mr. Nguyen Van Huong, Deputy Director of Truong An Construction Joint Stock Company, Commander of the construction section Km 65 - Km 73 of National Highway 4B, said: Since the end of the second quarter until now, it has been raining continuously, the unit has had to continuously change the construction plan to avoid falling behind schedule. Accordingly, on rainy days, the unit focuses on implementing the construction of bridges, culverts, and drainage works, and on sunny days, they increase the construction shift at night to make up for the schedule.

With the above solution, the 8km section of the route undertaken by the company has now completed the asphalt concrete pavement. The unit is currently focusing on completing the curbs and markings, signs and striving to complete the remaining work in September 2025.

Similarly, at the section Km 39 - Km 43 of National Highway 4B, which was undertaken by Vinadelta Joint Stock Company, the contractor was very flexible in implementing the items in the context of adverse weather. Mr. Vu Van Toan, Construction Commander of the company shared: To meet the progress, the unit closely monitored the weather forecast to make a suitable construction plan, when it rained, they switched to constructing items less affected by water or prepared protective measures; focused on constructing bridge and culvert items and gathering materials...

Thanks to that, up to now, the unit has completed 18/18 drainage locations and constructed 3.2/4km of crushed stone aggregate base layer, and is currently preparing to construct the transition phase of asphalt concrete pavement layer.

Contractor for paving the road surface of the road connecting National Highway 4B with National Highway 18, Chau Son commune

According to the report data of the Department of Construction (project investor), as of September 15, 2025, the project to upgrade the section Km 18 - Km 80 of National Highway 4B, contractors have constructed 47/62 km of crushed stone aggregate base layer; completed 38/62 km of asphalt concrete layer of the entire route and completed construction of all 14 bridge locations on the route.

At the project of opening a new road connecting Chi Lang - Y Tich commune, the working atmosphere at the construction site is very urgent. Mr. Do Viet Tam, Director of 689 Construction Traffic Company Limited, the unit in charge of construction, said: The company is responsible for constructing 1.3/7.8 km of the entire project, of which the 1 km section in the rocky mountain area bordering Chi Lang and Van Linh communes was completed in early 2025 and the 300 m section at the beginning of the route is still unfinished due to land clearance problems. Up to now, after Chi Lang commune handed over the land for the first section of the route connecting with National Highway 1A in mid-August 2025, the contractor has mobilized equipment and human resources to work overtime until 10 pm. Up to now, after 1 month of construction and installation, the unit has completed the unfinished volume according to plan.

According to data collected by reporters, as of mid-September 2025, of the 5 transitional projects to be completed in 2025, 3/5 projects have been completed (3 months ahead of schedule); 2 projects are closely following the schedule assigned by the Provincial People's Committee.

Speed up site clearance for new projects

In parallel with accelerating the construction of transitional works, for 3 newly started works including: the project to expand the specialized freight transport road at the area of markers 1119-1120 of Huu Nghi International Border Gate and the inter-sectoral working house for functional forces at the specialized freight transport road at mark 1088/2-1089 - belonging to the pilot project of building smart border gates; the provincial sports complex project - the central stadium and multi-purpose gymnasium; the project to build a traffic route connecting Huu Lung Industrial Park, Provincial Road 245 with National Highway 31 - My An Port (Bac Ninh province), the investor has also completed the legal procedures to start the project in August, in accordance with the requirements of the Provincial People's Committee. At the same time, the People's Committees of communes and wards coordinated with the investor to speed up the site clearance work associated with the implementation of construction and installation of projects.

The project to expand the specialized freight road at the area of markers 1119-1120 of Huu Nghi International Border Gate and the inter-sectoral working house for functional forces at the specialized freight road at the mark 1088/2-1089 - part of the pilot project to build a smart border gate, started construction in early August 2025. Of which, the specialized road expansion project has 12 affected cases and has handed over the land area of 2.5 hectares, the amount paid to households is 6.7 billion VND, reaching 100% of the volume. Meanwhile, at the inter-sectoral working house project with an area of 1.02 hectares recovered with 24 affected cases, up to now, 20/24 cases have handed over the land in advance with an area of 6,381 m2, reaching 63.7% of the area to be recovered.

Mr. Hoang Manh Cuong, Chairman of Dong Dang Commune People's Committee, said: The project to expand the specialized road for transporting goods in the area of markers 1119-1120, part of the pilot project to build a smart border gate, is a key project of the province. Dong Dang Commune has mobilized the entire political system to persistently campaign and persuade affected cases even on holidays. At the same time, the commune also coordinated with the investor to promptly and effectively resolve arising problems. Thanks to that, the site clearance work has been completed, and payments for affected cases have been guaranteed.

As for the Lang Son province sports complex project - the stadium and multi-purpose gymnasium project has an area of over 28.7 hectares with 199 affected cases. To promote the site clearance work, the Steering Committee for compensation and site clearance of Dong Kinh ward projects has assigned teams to each affected case to listen to their thoughts and wishes, explain to each case to understand, and create consensus.

Ms. Nguyen Thi Huong Sen, Head of the Department of Economic Infrastructure and Urban Areas, member of the Steering Committee, Head of the working group assisting the Steering Committee of Dong Kinh Ward, said: Along with participating in mobilizing and persuading cases with questions, the department has proactively advised the Ward People's Committee to build specific land prices as well as coordinate to verify each case of land use and land type to calculate and develop a compensation plan.

As of mid-September 2025, the Ward People's Committee has mobilized 1.95/28.7 hectares of land for 17 households to hand over. Regarding the work of measuring and counting to prepare compensation records, the Urban Area Land Fund Development Branch has so far carried out the work for 113 cases, with an area of 12.5 hectares.

The projects are gradually being completed according to the plan. Each project is a story, a promise, a belief in a bright future, where people's lives are gradually improving and Lang Son will reach new heights.
