The Bar Association deploys a plan to guide the Bar Association Congress for the 2024-2029 term.

On the morning of September 20, the Provincial Bar Association held a conference to deploy plans and provide guidance for the Bar Association Congresses at all levels for the 2024-2029 term and tasks for the fourth quarter of 2023.

In the first 9 months of 2023, the Provincial Bar Association has deployed work plans, led and directed all levels of the association to well perform assigned political tasks.

Studying, thoroughly understanding and organizing the implementation of the Party's guidelines and viewpoints, the State's policies and laws, and studying and following Ho Chi Minh's ideology, morality and lifestyle are focused on at all levels of the Association.

Professional tasks such as participating in policy and law making; legal consultancy, legal aid; and legaleducation and dissemination are given attention, promoted and well implemented.

The Provincial Association has organized to contribute opinions to 8 draft laws, such as: Land Law (amended), Housing Law (amended), Identity Law, Water Resources Law, Telecommunications Law (amended)...

Lawyers' Associations at all levels have contributed opinions to 155 draft legal documents at the request of the Central Government, the Provincial People's Committee and Departments and branches; appraised 62 draft Resolutions and Decisions under the authority of the Provincial People's Council and People's Committee.

In the work of disseminating and educating the law, in the first 9 months of the year, the Association at all levels coordinated to organize 138 conferences on disseminating and educating the law, with the participation of more than 12,000 cadres and people; published more than 300 news, articles, and reports on disseminating the law on mass media; distributed 1,650 legal leaflets and brochures...

The legal consultancy work was organized by the Legal Consultancy Center under the Provincial Bar Association, providing 24 legal aid sessions, legal consultancy for 335 cases on marriage, family, inheritance, land disputes, regimes, policies...

In the last months of 2023, the Provincial Bar Association will continue to do a good job of political and ideological education for members; thoroughly grasp and implement the guidelines of Party committees and authorities at all levels.

Continue to improve the quality of participation in law-making according to the law and ordinance-making program in 2023 as required by the Central Association and the Provincial National Assembly Delegation.

Promote legal consultancy and legal aid for policy beneficiaries, disadvantaged people, the poor, and remote areas according to the Law on Legal Aid to ensure quality and effectiveness...

At the conference, delegates were also informed and thoroughly grasped of Circular No. 20-TT/TU, dated September 6, 2023 of the Standing Committee of the Ninh Binh Provincial Party Committee on leading the Congresses of Lawyers Associations at all levels and the 7th Congress of Delegates of the Ninh Binh Provincial Lawyers Association, term 2024-2029; Plan No. 49 and Instruction No. 50, dated September 14, 2023 of the Standing Committee of the Provincial Lawyers Association on organizing the 7th Congress of Delegates of the Ninh Binh Provincial Lawyers Association, term 2024-2029; Plan No. 51/KH-HLG, dated September 14, 2023 of the Standing Committee of the Provincial Lawyers Association on implementing Directive No. 14-CT/TW, dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation.
