9th Global Young Parliamentarians Conference: Working Together for Transformation

Việt NamViệt Nam14/09/2023

Digital transformation is one of the three main topics to be discussed at the upcoming 9th Global Young Parliamentarians Conference. Delegates, comprising young Vietnamese scientists and intellectuals, will share their insights and propose solutions to transform various sectors in the digital revolution.

Universal access to digital connectivity

Digital transformation has been identified by all levels and ministries as a key and core task for integration. However, the deployment of new applications and digital platforms to accelerate the implementation of digital transformation remains limited.

In an interview with Tien Phong newspaper on this topic, Dr. Le Thanh Long (born in 1988, Ho Chi Minh City University of Technology, Vietnam National University Ho Chi Minh City) stated that the government needs to strengthen the popularization of digital connectivity, raise digital awareness, digital culture, and digital skills among the people. This goal aims to ensure that "no one is left behind" by providing internet coverage throughout the country, including remote areas, border regions, and islands, with reasonable quality and cost. This will then provide a foundation for developing training and education programs on digital skills for all ages, from children to adults and the elderly.

The government needs to strengthen support policies, invest in technology, and provide incentives for technical staff, creating an environment with more opportunities to attract young, dynamic, creative human resources with digital thinking skills to solve societal problems,” said Dr. Long.

According to Dr. Long, Vietnam needs to build a better security foundation so that people and businesses can confidently use digital platforms effectively without fear of their personal or organizational information being illegally leaked. When institutions and policies are sound, the effectiveness of digital transformation implementation will increase, saving time and effort.

Support for perfecting digital tools

According to Dr. Le Thi Phuong (born in 1988, Institute of Applied Materials Science, Ho Chi Minh City), not only scientific researchers, but all individuals and organizations in society can be pioneers in the digital transformation process.

However, the young female delegate emphasized the role of scientific researchers in improving digital tools. Young intellectuals need to support government agencies in researching and developing convenient, safe software and tools, and continuously updating and improving digital tools.

"When digital transformation tools are put into practical use, intellectuals and scientific researchers have the pioneering role of setting an example for the people around them, promoting the process to proceed smoothly and quickly," said Dr. Phuong.

In the field of new biomedical materials, digital tools have been and are being comprehensively applied to support the creation of domestically produced products for Vietnamese healthcare. Notable examples include 3D printing technology and molecular system prediction simulation technology applied to drug structure design.

From her research experience, Dr. Phuong observed that traditional methods require planning, practical testing, collecting results, analyzing results, and repeating the process many times, incurring significant costs, in order to derive the optimal procedure.

Today, modern simulation technology allows for the discovery of new, high-quality molecules faster, at lower costs, and with greater capability than traditional experimental methods. From the initial input data, modern technology platforms can produce simulated predictions and evaluate the key properties of the molecule based on complex physical calculations, with accuracy comparable to experimentally analyzed molecules. The analyzed data is managed, widely shared, and continues to contribute to the common knowledge base.

Young scientists and intellectuals are the key to accelerating the digital transformation process.

"Based on the above practical evidence, I want to emphasize the importance of improving digital tools. Accordingly, individuals and organizations need to make efforts and be proactive in advising, boldly proposing new ideas or identifying errors in the tools to jointly upgrade and improve them," the young female delegate said.

Training "digital core" from grassroots units.

To ensure the effectiveness of digital transformation in the field of medicine, Associate Professor Dr. Dao Viet Hang (born in 1987, Hanoi Medical University Hospital) believes that specific policies focusing on two issues are needed: enhancing and nurturing "digital core"—young doctors and nurses from grassroots units—and perfecting guidelines for the application of AI-integrated equipment and technology in medicine, to create a framework for building technical procedures and corresponding pricing.

Specifically, for young doctors, more forums and activities are needed to introduce and facilitate their understanding of the role, benefits, challenges, and solutions when implementing digital transformation in the medical field. With the necessary skills and understanding of the essential role of digital transformation, these doctors will be the core elements for creating change starting from the grassroots level.

According to Associate Professor Dr. Hang, digital transformation activities should be linked with 5S quality improvement activities in healthcare units, scientific research activities, and digital transformation should be made a priority development program of associations and clubs of young doctors at the local level.

"The more specific the implementation activities are, the more opportunities young doctors will have to access, learn, and form a network of mutual support in terms of expertise, skills, and training," said Associate Professor Dr. Hang.

Furthermore, nurturing "digital talents" is one of the future directions and goals of the Global Network of Young Vietnamese Intellectuals, with interdisciplinary research activities, creating diversity and new connections of ideas, forming strong, specialized research groups, and developing support for potential projects. This activity will promote the dynamism and enthusiasm of young intellectuals in digital transformation across various fields, enabling them to "transform" together with many meaningful and practical achievements.
