Review conference on the Action Program for implementing Resolution No. 57-NQ/TW, the overall program for state administrative reform, and Project 06.

(gialai.gov.vn) – On the afternoon of December 18th, at the Government headquarters (Hanoi), Prime Minister Pham Minh Chinh chaired a conference to review the first year of implementing the Government's Action Program to implement Resolution No. 57-NQ/TW; the five-year implementation of the overall program for state administrative reform; and the four-year implementation of Project 06. Attending the conference from the Gia Lai Provincial People's Committee's location were: Mr. Lam Hai Giang – Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, and Deputy Head of the Standing Committee of the Provincial Steering Committee on the development of science, technology, innovation, administrative reform, digital transformation, and Project 06. Also present were leaders of the Standing Committee of the Vietnam Fatherland Front Committee of Gia Lai province; leaders of advisory and support agencies of the Provincial Party Committee; members of the Steering Committee on the development of science, technology, innovation, administrative reform, digital transformation, and Project 06; and relevant departments, agencies, and units.

The report presented at the Conference showed that, over the past year of implementing the Government's Action Program to implement Resolution No. 57-NQ/TW; the past five years of implementing the overall program for state administrative reform; and the past four years of implementing Project 06, leadership and direction have been implemented decisively and synchronously; institutions, mechanisms, and policies have continued to be improved, creating a foundation to promote digital transformation, administrative reform, and the development of science , technology, and innovation. Administrative procedures reform has seen many positive changes, and the quality of service to citizens and businesses has been increasingly enhanced. Project 06 has played a core role in building a digital government and a digital society, contributing to improved efficiency in state management.

Resolution 57-NQ/TW: Laying the foundation for the development of science, technology, innovation, and national digital transformation.

After one year of implementing the Action Program for Resolution No. 57-NQ/TW, the Government has strongly institutionalized the Party's major guidelines through a comprehensive system of administrative documents, mechanisms, and policies. Resolution No. 71/NQ-CP, issued on April 1, 2025, assigned 326 specific tasks to 56 agencies, including 22 ministries and central agencies and 34 localities. By 10:00 AM on December 17, 2025, 162 tasks had been completed, with 115 tasks completed on time; many ministries, sectors, and localities achieved completion rates exceeding 70%.

Institutional improvement efforts have been intensified. In 2025, the Government submitted to the National Assembly and promulgated dozens of laws, resolutions, and decrees directly related to science, technology, innovation, and digital transformation. These documents have established a relatively complete, unified, and timely legal framework for the implementation of tasks related to science, technology, innovation, and digital transformation nationwide.

Vietnam continues to improve its international standing: the Global Innovation Index (GII) ranks 44th out of 139 countries, leading the group of lower-middle-income countries; its innovative startup ecosystem has risen to 55th globally and 5th in ASEAN. In particular, the Government has issued a list of 11 strategic technology groups and 35 strategic technology product groups, creating a basis for allocating national investment resources and gradually building technological self-reliance.

Five years of administrative reform: Significant improvements in the quality of service provided to citizens and businesses.

After five years of implementing the overall State administrative reform program for the period 2021–2025, administrative reform continues to affirm its role as one of the three strategic breakthroughs. Guidance and management have been carried out regularly and synchronously from the central to local levels; administrative discipline and order have been strengthened.

During this period, ministries and agencies issued nearly 2,000 directives and documents on administrative reform, while localities issued more than 20,000 documents. The system for monitoring and evaluating administrative reform continued to be effectively maintained. The SIPAS index, reflecting the level of citizen satisfaction, increased continuously, from 80.08% in 2022 to 83.94% in 2024. The PAR INDEX at both ministerial and provincial levels increased over the years, showing increasingly substantive reform efforts. Specifically: The PAR INDEX at the ministerial level increased from 84.05% in 2022 to 84.43% in 2024; at the provincial level, it increased from 84.79% to 88.37% in 2024.

Breakthrough achievements in leadership, management, and promotion of science, technology, innovation, and digital transformation.

Administrative procedure reform has achieved positive results, with 6 out of 9 goals and targets completed by 2025. The 2020-2025 period has met the target of reducing and simplifying at least 20% of administrative procedures related to business activities, as stipulated in Resolution No. 68/NQ-CP. The implementation of the one-stop mechanism, the integrated one-stop mechanism, and the provincial and commune-level Public Administrative Service Centers, coupled with the promotion of e-government and digital government development, has also yielded significant results and strong progress.

In particular, the revolution in restructuring and streamlining the organization and apparatus of the entire political system from the central to local levels has been implemented decisively, a prominent highlight of the 2021-2025 period. This has contributed to improving efficiency, effectiveness, and effectiveness, expanding development opportunities, and creating favorable conditions for decentralization, delegation of power, and reduction of administrative procedures.

Notably, over the past five years, more than 3,800 administrative reform models and initiatives have been implemented in ministries, sectors, and localities, contributing to the innovation of service methods, shortening the time for resolving administrative procedures, and reducing compliance costs for citizens and businesses. The link between administrative reform and digital transformation, building e-government and digital government, is becoming increasingly evident, creating a foundation for modern governance.

Project 06: The Central Driving Force of National Digital Transformation

After four years of implementation, Project 06 has affirmed its foundational and pivotal role in the national digital transformation process. With strong and decisive implementation, Project 06 has created a data foundation and digital utilities that practically serve the people and businesses. The contributions of Project 06 have not only yielded immediate results but have also helped shape the strategic directions outlined in Resolution No. 57-NQ/TW.

Notably, the national database on population, citizen identification, and electronic identification has been built to be "accurate, complete, clean, and active," creating a common platform for the development of digital government and digital economy. The comprehensive online public service system has been expanded, reducing procedures, time, and costs for citizens and businesses, contributing to the promotion of administrative reform.

For the first time, Vietnam has been ranked among countries with a "high" E-Government Index (EGDI), achieving 0.7709 points, ranking 71st out of 193 countries, a 15-place increase compared to 2022 – Vietnam's highest ranking ever. Many practical digital utilities have been widely implemented, such as electronic identification, integration of personal documents into the VNeID application, online issuance of criminal record certificates, electronic health records, and cashless payments.

The implementation of Project 06, linked with administrative procedure reform, has contributed to significant social cost savings, improved the efficiency of state management, and created an important foundation for the development of the digital economy, digital society, and digital citizens in the coming period.
