Attending the conference at Lang Son bridge were comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.
According to the report of the Ministry of Construction , implementing the project to build 1 million communal houses by 2030, by 2025 the whole country must complete 100,000 social houses (3 provinces did not assign targets in 2025 including Cao Bang, Dien Bien, Lai Chau). Up to now, the whole country has completed nearly 37,000 houses, of which, the possibility of completion in 2025 is about 74,000 houses (not meeting the target assigned by the Government).
Overall, in the first 7 months of 2025, 4 localities have completed over 50% of the assigned targets, including: Bac Ninh, Quang Ninh, Nghe An, Lao Cai; the remaining localities achieved less than 50% of the assigned targets for 2025.
For Lang Son province, by 2030, the province is assigned to build 3,000 social housing units, of which 796 units will be built in 2025. To date, the province has completed 212 units; 160 units are being invested in.
Discussing at the conference, localities reported on the implementation of social housing projects, difficulties and obstacles, and proposed a number of solutions to speed up the progress of social housing projects. Some localities proposed that the Central Government soon adjust the lending interest rate from the Social Policy Bank for those eligible to borrow to buy social housing (the current interest rate of over 6%/year is high); at the same time, it proposed to adjust the target for implementing the construction of social housing by 2025 and by 2030.
In his concluding remarks at the conference, Deputy Prime Minister Tran Hong Ha emphasized that the policy of building 100,000 social housing units by 2025 and 1 million social housing units by 2030 is of great significance to society in order to solve the housing needs of workers, officials, students, etc. However, some localities have not paid attention to properly implementing the plan assigned by the Government.
To speed up the implementation progress, the Deputy Prime Minister requested localities to urgently review, evaluate and find solutions to speed up the progress of the projects. Specifically, localities must register with the Government the detailed time to organize the groundbreaking of housing projects in and after 2025, in order to create more social housing for the subjects in 2026 and the following years.
At the same time, he requested the Ministry of Construction to coordinate with localities to review all social housing needs and data in the area, report to the Government to consider adjusting targets and agree on solutions to direct implementation closer to reality. Particularly for implementing the 2025 targets, localities must register the number of projects starting construction and the number of apartments according to the plan so that the Government can monitor and direct the acceleration of the completion of the targets assigned by the Government.
Regarding the adjustment of lending interest rates from the Social Policy Bank, the Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with the State Bank to adjust interest rates according to simplified procedures, in order to create favorable conditions for those eligible to borrow capital to buy social housing.
