Speaking at the opening of the conference, Prime Minister Pham Minh Chinh affirmed the consistent viewpoint of only discussing and not retreating, while emphasizing that railway development has many stages, many tasks, many items, with large investment levels, so it requires high determination, great efforts, drastic actions, completing each task, identifying the right focus and key points. Ministries, branches, localities, and units based on their functions, tasks, and powers coordinate implementation, with the viewpoint of promoting decentralization, delegation of authority, tasks belonging to each sector and field, that sector must perform, and which locality must perform to speed up the progress and quality of implementing railway transport projects.
At the conference, members of the Steering Committee reported on the progress and difficulties and obstacles in implementing key projects and important national projects in the railway sector, including: High-speed railway project on the North-South axis; Lao Cai - Hanoi - Hai Phong railway project; Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; urban railway projects in Hanoi and Ho Chi Minh City.
Speaking at the conference, Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: The Lao Cai - Hanoi - Hai Phong railway project runs through 2 communes and 1 ward of Hung Yen province with a length of about 16.7 km. Implementing the direction of the Government, the province has implemented the site clearance of about 80 hectares; developed a compensation plan and resettlement support for 160 households. Localities have stepped up propaganda to people in the project area; organized strict management to prevent illegal construction. Hung Yen province strives to complete the site clearance work soon, ensuring the progress of the project plan.
Concluding the conference, Prime Minister Pham Minh Chinh suggested: In the coming time, members of the Steering Committee continue to promote a high sense of responsibility, the assignment of tasks must ensure 6 clarity: "clear people, clear work, clear time, clear responsibility, clear products, clear authority"; must "look far and wide, think deeply and do big". Party committees and local authorities must effectively implement site clearance work; pay special attention to resettlement work, support production stabilization so that people have new places to live, new jobs, new livelihoods that are at least equal to and better than the old place. Ministries, branches and localities, based on their functions, tasks and powers, issue implementation documents to ensure the set progress. At the same time, focus maximum resources, remove all bottlenecks, overcome difficulties and challenges to complete assigned tasks.
