(Haiphong.gov.vn) - On the morning of August 19, the Ministry of Education and Training held an online conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year. Attending the conference were: Prime Minister Pham Minh Chinh; Minister of Education and Training Nguyen Kim Son; Deputy Minister Nguyen Van Phuc; Deputy Minister Pham Ngoc Thuong; Deputy Minister Hoang Minh Son; Deputy Minister Nguyen Thi Kim Chi.
Attending the Conference at the Hai Phong city bridge point were Vice Chairman of the City People's Committee Le Khac Nam; with representatives of leaders of relevant departments, branches and units.
According to the report of the Ministry of Education and Training, the 2023-2024 school year takes place in the context of the world and domestic situation still facing many difficulties and challenges, but socio-economic activities have been more vibrant and have many positive changes. This is also the time when the entire education sector summarizes 10 years of implementing Resolution No. 29-NQ/TW of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy"; is an important pivotal year towards the successful implementation of the goals set out in the Resolution of the 13th National Congress of the Party, the Resolution of the National Assembly on the 5-year socio-economic development plan 2021-2025 and the Action Program of the Government for the 2021-2026 term to implement the Resolution of the National Assembly on the 5-year socio-economic development plan 2021-2024 school year, the whole country has 25,900 general education institutions (a decrease of 176 institutions compared to the 2022-2023 school year), with a total of 18,463,481 students (a decrease of 336,049 students compared to the 2022-2023 school year), of which the primary level is 8,919,198 students (a decrease of 313,518 students), the secondary level is 6,550,552 students (an increase of 472,852 students); high school level is 2,993,731 students (an increase of 106,166 students). The average ratio is 4.25 high school education facilities/district-level administrative unit; 1.03 junior high school education facilities and 1.38 primary education facilities/commune-level administrative unit. The number of high schools increased in big cities due to population growth, so localities built and established new schools; the number decreased in some localities due to the merger of administrative boundaries leading to the merger of high schools in the area.
The 2024 high school graduation exam was successfully organized, ensuring seriousness and safety, with the percentage of candidates taking the exam reaching 99.6% of the total number of candidates registered for the exam, with 2,323 exam sites and 45,149 exam rooms. For this year's exam, the Ministry of Education and Training continues to organize online registration for candidates studying in grade 12 in the 2023-2024 school year, with nearly 95% of the number of candidates registering for the exam online.
The national graduation rate is about 99.40%; the high school graduation rate of high school students is about 99.69% and the regular education students is about 96.99%...
Ensuring the number and structure of the teaching staff: after the Politburo added 65,980 positions for the 2022-2026 period to the education sector (27,850 positions were added in the 2022-2023 school year and 27,826 positions were added in the 2023-2024 school year), the Ministry of Education and Training coordinated with the Ministry of Home Affairs to guide localities in recruiting, managing and using the assigned positions; at the same time, innovating the process of assigning positions and organizing teacher recruitment in localities to ensure timely recruitment of unused assigned positions.
Based on the guidance of the Ministry of Education and Training, localities have actively organized recruitment and achieved certain results. Specifically, in the 2023-2024 school year (as of April 2024), localities have recruited 19,474 teachers out of a total of 27,826 additional positions. To date, the teaching staff has been developed in quantity, gradually overcoming structural shortcomings.
By the end of the 2023-2024 school year, the total number of preschool and general education teachers will be 1,251,377 (an increase of 17,253 teachers compared to the 2022-2023 school year) and 99,412 managers of preschool and general education institutions (a decrease of 723 managers compared to the 2022-2023 school year).
Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that education and training play a particularly important and fundamental role in the formation and development of human beings; thereby contributing to the movement and development of society; is the most important factor ensuring the success of human resource development, especially high-quality human resources - one of the three strategic breakthroughs for the rapid and sustainable development of the country...
The Prime Minister acknowledged and commended the important achievements of the education sector in the past school year, contributing to the overall achievements of the country in recent times. In addition to the basic achievements, there are still shortcomings, limitations, difficulties and challenges.
Regarding the context, tasks, and key solutions for the 2024-2025 school year and the coming time, the Prime Minister stated that globalization and international integration are increasingly deepening, the 4th Industrial Revolution has a strong impact on all areas of social life, bringing favorable opportunities, but also posing many new challenges for education and training development.
The strong development of science and technology, new industries and fields, high technology (such as semiconductor chips, hydrogen, green economic development, digital economy, circular economy, night economy...) is posing urgent requirements for training high-quality human resources. Artificial intelligence (AI) has a comprehensive impact on all aspects of the education sector. There is an urgent need to improve labor productivity to access the 4.0 job market, remove barriers to global integration, and participate in the global human resource supply chain.
The 2024-2025 school year ends the term of implementing the Resolution of the 13th National Party Congress; at the same time, it begins to implement Conclusion 91 of the Politburo on continuing to innovate education and training. Review the work of the 13th National Party Congress related to the field of education and training to focus on leadership, direction, and scientific and effective implementation.
Regarding a number of key tasks and solutions, the Prime Minister requested the Ministry of Education and Training, ministries, branches and localities to focus on implementation according to their functions, tasks and authority; promptly report to competent authorities on issues beyond their authority; The Prime Minister emphasized a number of key contents:
Firstly , carefully prepare conditions for the new school year (schools, equipment, textbooks, ensure hygiene, security, safety... for teachers and students); organize well the Opening Ceremony on September 5, create a joyful and exciting atmosphere for the new school year, especially improve the quality of the teaching staff better and better, meeting practical requirements.
Second , focus on implementing Conclusion 91 of the Politburo, ensuring effectiveness and practicality. Request the Ministry of Education and Training to promptly develop an Action Plan to implement Conclusion 91 of the Politburo, and submit it to the Government for promulgation in the third quarter of 2024.
Third , continue to review, amend and promptly supplement institutions, mechanisms and policies on education and training innovation, improve the effectiveness and efficiency of state management of education. The Ministry of Education and Training focuses on developing the Law on Teachers to submit to the National Assembly at the 8th session; develop the Education and Training Development Strategy and education and training plans.
Fourth , summarize and comprehensively evaluate the implementation of innovation in general education programs and textbooks. On that basis, the Ministry of Education and Training continues to research, develop and perfect the General Education Program in accordance with the goals and requirements set forth in the new period; promptly report to the Prime Minister on issues beyond its authority.
The year 2025 is the first year to organize the High School Graduation Exam according to the new General Education Program. The Ministry of Education and Training is required to preside over and, together with ministries, agencies and localities, prepare carefully to organize the Exam to ensure quality, safety, seriousness, efficiency, practicality, compactness, reduce pressure and create the most favorable conditions for students.
Sixth , promote autonomy associated with improving the quality of university training in a practical, in-depth direction, associated with accountability, publicity and transparency. Focus on effectively implementing programs, projects and plans to develop high-quality human resources, especially in semiconductors and artificial intelligence, and emerging industries. There must be technology transfer, for this to happen, there must be mechanisms, policies, infrastructure and people.
Seventh , continue to create a favorable environment to attract investment resources for education and training development, ensuring fairness and equality between the public and private sectors; promote public-private cooperation in education and training; promote non-profit education and training at the university level; at the same time, continue to implement a market price roadmap suitable for the education and training sector due to the difficult socio-economic situation and the impact of the Covid-19 pandemic.
Eighth , develop, review, amend and supplement appropriate policies and treatment regimes for teachers; recruit and restructure the teaching staff according to the assigned payroll, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" and be practical and effective.
Ninth , continue to review and plan the network of preschool, general education, continuing education, education for the disabled, higher education and pedagogical colleges. In particular, it is recommended that the Ministry of Education and Training, ministries, branches and localities pay attention to construction planning, ensuring suitable land funds for building schools and classrooms, meeting the learning needs associated with the trend of urbanization, population shift, especially the shift of labor structure from rural to urban areas. To do this, it is necessary to do a good job of planning.
The Prime Minister emphasized that education and training must be given due attention to create a driving force for rapid and sustainable national development, bringing happiness and prosperity to the people. To successfully carry out the cause of fundamental and comprehensive innovation in education and training; together with the leadership, management and operation of the Party, the State and the education sector, it requires determination, efforts and actions of each teacher, each student, each parent, each family, each community and the whole society.
The Prime Minister suggested that we should always remember and implement well the advice of beloved Uncle Ho; from practical experience in directing and operating in the past time, implementing the Party's Resolutions, the Prime Minister suggested that we need to clearly define and effectively implement the motto: "Taking students as the center and subject - Teachers as the driving force - School as the support - Family as the fulcrum - Society as the foundation".
