On December 18, Deputy Prime Minister Nguyen Hoa Binh chaired a national online conference to implement Decision No. 484/QD-TTg dated June 7, 2024 of the Prime Minister on organizing the 2025 Rural and Agricultural Census. Attending at the central bridge were representatives of leaders of relevant ministries, branches and units.
At the Bac Giang Provincial People's Committee bridge, Director of the Provincial Statistics Office Dong Van Sung chaired the conference; also attending were representatives of leaders of departments, branches, agencies and units in the province.

According to Decision No. 03/2023/QD-TTg dated February 15, 2023 of the Prime Minister on promulgating the National Statistical Survey Program, the National Census is one of three National Statistical Surveys stipulated in the Law on Statistics. The National Census is conducted every 10 years in odd-numbered years of 5. 2025 is the 6th National Census in Vietnam and will be conducted nationwide on July 1, 2025.
On June 7, 2024, the Prime Minister issued Decision No. 484/QD-TTg on the organization of the 2025 National Census. Accordingly, the National Census is conducted to collect basic information on rural areas, agriculture, forestry and fisheries to serve research and assessment of the contents on the scale and structure of rural labor, agriculture, forestry and fisheries; land scale, agricultural, forestry and fishery production conditions; rural infrastructure; implementation status of some contents of national programs and targets in rural areas, agriculture, forestry and fisheries;...
Discussing at the conference, delegates focused on analyzing and clarifying the method of collecting survey information, determining the survey content, and methods of propagating the significance of the survey; training on the application of information technology in the General Census; ensuring logistics and information technology infrastructure to prepare for the survey; determining remuneration for investigators... At the same time, delegates also agreed that the maximum time for collecting information at the survey site is 30 days, from July 1, 2025 to July 30, 2025.
According to the representative of the Ministry of Planning and Investment, in order to prepare for the successful organization of the 2025 Census, in 2023, the Ministry directed the General Statistics Office to carry out preparations for the 2025 Census pilot survey with the aim of completing the questionnaire, implementation methods, determining some norms for the construction of budget estimates, and testing the application of information technology in collecting and processing information. The 2025 Census pilot survey was conducted in 05 provinces and centrally run cities including: Hai Duong, Phu Tho, Nghe An, Lam Dong and Tien Giang.
The Ministry has also prepared and advised the Government to direct the completion of the legal basis for implementing the 2025 Census; build an implementation organization system; determine the content of the 2025 Census; design the 2025 Census and methods of information collection, etc.
To date, 63/63 provinces and centrally run cities have established provincial Steering Committees; 511/610 districts have established district-level Steering Committees; 5,600/8,121 wards and communes have established commune-level Steering Committees. In Bac Giang province, the provincial Steering Committee and the Standing Team to assist the Steering Committee for the 2025 National Population and Housing Development were established under Decision No. 1651/QD-UBND dated October 18, 2024, with Vice Chairman of the Provincial People's Committee Phan The Tuan as Head of the Committee; Director of the General Statistics Office Dong Van Sung as Standing Deputy Head of the Committee.
Concluding the conference, Deputy Prime Minister Nguyen Hoa Binh emphasized that the 2025 Census aims to collect basic information on agriculture and rural areas, meeting relevant statistical indicators of the National Statistical Indicator System; compiling socio-economic indicators to serve the assessment of the current situation, analyzing changing trends, building plans and strategies for rural development and improving the living standards of rural residents nationwide as well as in each locality.
To successfully complete the 2025 National Census, Deputy Prime Minister Nguyen Hoa Binh requested the Ministry of Finance to collect opinions from delegates to develop a budget estimate for the implementation of the 2025 National Census and incorporate it into the annual budget revenue and expenditure estimates of the Ministry of Planning and Investment (General Statistics Office) to ensure harmony, reasonableness, and compliance with regulations.
The Ministry of Planning and Investment continues to complete the survey forms, guidance documents and application software in the 2025 Census. Complete the information technology infrastructure system, sign contracts for the 2025 Census work to ensure that information on the list of survey units begins to be collected from March 1, 2025; prepare for official information collection on July 1, 2025.
The Ministry of Agriculture and Rural Development coordinates with the Ministry of Planning and Investment to complete the plan and participate in the implementation of the 2025 Census. Review data and indicators collected through the Ministry's current reporting channels included in the census content such as VietGap, new rural indicators, etc. Coordinate to inspect and provide comments on the results and reports of the 2025 Census.
The Vietnam Farmers' Union directs the Farmers' Unions in the provinces to closely coordinate with the Provincial Statistics Offices to well organize the General Census in the localities and coordinate propaganda for the General Census.
Members of the 2025 National Target Program Steering Committee closely coordinate in monitoring and implementing the 2025 National Target Program. Guide , monitor and supervise the implementation of tasks according to assigned functions and tasks; promptly report to the 2025 National Target Program Steering Committee on the results, progress, problems and difficulties in the implementation of the 2025 National Target Program./ .
