On the morning of October 8, in Hanoi , the 13th Conference of the 13th Party Central Committee completed the entire proposed program and closed.

High consensus on many important policies and decisions
In his closing speech at the Conference, on behalf of the Politburo and the Secretariat, General Secretary To Lam stated that the 13th Conference of the 13th Party Central Committee had completed all the contents and programs set out.
At the conference, each issue was carefully prepared, thoroughly discussed, and resolved with high consensus, including many "backbone" contents directly related to the success of the 14th National Congress of the Party, to the goal of rapid and sustainable development, and to improving people's lives. This conference discussed frankly, scientifically, and reached high consensus on many important policies and decisions.
The General Secretary emphasized that the Party Central Committee approved the documents submitted to the 14th Party Congress; agreed to introduce personnel for the 14th Party Central Committee and the Central Inspection Commission; gave opinions on the time, content, program, working regulations, and election regulations of the 14th Congress with the motto of ensuring compliance with the Party's charter, innovation, science, efficiency, and practicality. In particular, the content of the documents is designed to be concise, substantive, and clearly oriented towards institutional-infrastructure-human resources breakthroughs, digital and green transformation, regional connectivity, and developing the country towards autonomy and sustainability.

The conference adopted the conclusion on the Report on the implementation of the 2025 socio-economic plan; determined to complete the remaining targets of the 2021-2025 Five-Year Plan; prepare the basis for the 2026 socio-economic plan and the 2026-2030 finance-budget in the spirit of macroeconomic stability, public debt safety, prioritizing development investment and ensuring social security.
The conference clearly identified institutional bottlenecks that need to be removed within the authority of the Central Committee; agreed on a mechanism for periodic monitoring, inspection and evaluation, publicized the responsibilities of leaders, and encouraged those who dare to think and act for the common good. The conference agreed on major orientations and methods for organizing the implementation of the conclusions of the 13th Central Committee Conference and the conclusions of the Politburo in the past; and established the operating principle of "Discipline comes first - Resources go together - Results are the measure."
The Party Central Committee decides on a number of issues regarding the work of ministries within its authority.
Unifying 9 major orientations
The General Secretary said that through frank, democratic and responsible discussions, the Party Central Committee agreed on 9 major orientations: Prepare well for the 14th Congress, continue to supplement and perfect the content of the documents to be concise and profound, demonstrate strategic vision, affirm three strategic breakthroughs in new conditions (institutions - infrastructure - human resources), clarify digital transformation - green transformation, regional - smart urban linkage, focus on marine economy, cultural economy; it is important to quantify targets, clear implementation roadmap. Personnel must ensure quality - capacity - prestige - integrity - efficiency, resolutely not let people who seek positions, seek power, corruption, negativity, lack of ambition, peace is precious; promote exemplary leadership, respect real talent, arrange the right person, right job, right time.
Next is to complete and over-fulfill the remaining targets of the 13th National Congress Resolution, the Socio-Economic Development Tasks for 2025, and the 5-year Plan 2021-2025. The authorities continue to maintain macroeconomic stability, control inflation, create room for investment-consumption-export; accelerate the disbursement of public investment "correctly-accurately-fastly-effectively"; strongly improve the business environment, reduce compliance costs, and deploy one-stop-one-declaration public services on an interconnected data platform.
Relevant parties are actively preparing for the 10th session of the 15th National Assembly and carefully preparing for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Units are reviewing the legal framework and procedures; ensuring democracy, discipline, and transparency; proactively planning personnel and organization, so that the election is truly a broad political activity, strengthening people's trust.

Localities complete the two-tier local government model, continue to arrange and streamline the three-tier apparatus in the entire system. The focus is on digitizing processes, simplifying procedures, expanding decentralization and delegation of authority with accountability, measured by the level of satisfaction of people and businesses.
At the same time, relevant parties remove institutional bottlenecks within the Central Government's authority, focusing on the fields of land-investment-construction-environment-energy; sanitize the corporate bond and real estate markets, strengthen market discipline and confidence; encourage public-private partnerships, technological innovation, unleash social resources, strengthen the leading role of the State economy, and promote the role of the private economy in national development.
Agencies and units should step up the fight against corruption, waste, and negativity with the spirit of "no forbidden zones, no exceptions", protect those who dare to think and act for the common good, tighten Party discipline and order, to fight more strongly and build more sustainably; maintain national defense and security; be proactive and effective in foreign affairs and integration; proactively adapt to new trade policies of major partners; diversify markets, products, and supply chains; maintain a peaceful, stable, cooperative, and developing environment.
Functional departments promote propaganda, orientation and dissemination of information to enhance social confidence in the cause of national protection, construction and development; synchronously deploy propaganda on the implementation of the Resolution of Party Congresses at all levels and the preparation work for the 14th National Congress of the Party.
The relevant parties must firmly and synchronously implement the conclusions of the 13th Central Conference and the Politburo since the 12th Central Conference and the conclusions to be issued in the near future. All tasks must have clear objectives, roadmaps, resources, responsibilities, and inspections; report on time; and publicize progress and results for people to monitor.
Thoroughly grasp the "three focuses - three publics - one measure"
The General Secretary affirmed that in order to turn major policies into concrete results, we need to act resolutely, transparently, and consistently; propose to thoroughly grasp the three focuses: Quickly institutionalize resolutions and conclusions of the Party Central Committee, the Politburo, and the Secretariat; organize drastic implementation according to weekly, monthly, and quarterly progress; regularly inspect and supervise, and promptly remove obstacles. The three publicities include: publicizing progress, publicizing responsibilities, and publicizing results so that society can monitor and accompany together. One measure: People's living standards and trust. Specifically, better public services, more job and business opportunities, less time and procedural costs; a more peaceful society, more prosperous and happier people.
For local Party committees and authorities, especially at the provincial and municipal levels, the General Secretary emphasized the need to focus on creating substantive changes, from "process" to "results", each task must have outputs, responsible addresses, and clear completion milestones, from "strength at each base and locality" to "strength by region"; perfecting planning, connecting transport-digital-energy infrastructure, forming dynamic clusters, and taking advantage of urban economies.

Stakeholders shift from “caring” to “practical caring”: social security, healthcare, and education must reach the right people, at the right time, at the right need; housing for workers and public services must be upgraded; no one will be left behind, striving to ensure that each individual and each family is well cared for, both spiritually and materially.
The 13th Central Conference has been completed with new momentum, new confidence and new responsibilities; great advantages are opening up at the same time, challenges are not small, the General Secretary requested each member of the Party Central Committee to continue to set an example, "talk less - do more - be decisive - effective"; resolutely avoid formality, avoid dogma, avoid pushing. Let's maintain discipline together, unleash resources, innovate, accelerate implementation to create breakthroughs right from the last months of 2025 and create a solid momentum to enter 2026 and the following years; urgently organize the implementation of the Conference's conclusions; prepare well for the 14th Central Conference and especially the 14th National Congress of the Party.
Faced with the very complicated weather situation, the General Secretary shared the losses in human lives, health and property of the people affected by storms and floods; commended the Government, agencies, localities, military forces, police, youth, weather forecasting agencies, press agencies, and relief organizations for their efforts, regardless of danger, to prevent and combat natural disasters, rescue people, protect state and people's assets, and promptly overcome difficulties in localities hit by recent storms and floods.
The General Secretary requested Party Central Committee members, especially local leaders, to urgently focus on directing the work of preventing, combating and overcoming the consequences of storms, floods, landslides and inundation that are taking place seriously in many places, especially after storms No. 10 and No. 11.
Localities need to mobilize the entire political system, armed forces and people to protect people's lives and property, not letting anyone go hungry, have no shelter, or receive medical care; focus on overcoming difficulties so that students can go to school as soon as possible; and at the same time, proactively prepare response plans for weather developments that are forecast to be very complicated and harsh that may occur./.
