The National Assembly Standing Committee will consider personnel work under its authority at its 50th session opening this afternoon, October 8.

According to the National Assembly Office, this afternoon, October 8, the National Assembly Standing Committee will open its 50th session. One of the contents of the session is to review personnel work under its authority.

According to current regulations, the National Assembly Standing Committee will review personnel to submit to the National Assembly for dismissal or election and approval of appointment.

Previously, at the 13th Central Conference of the 13th tenure, the Party Central Committee gave opinions on personnel for the Politburo to decide to introduce the 15th National Assembly to elect the following positions: Secretary General of the National Assembly, Head of the National Assembly Office, Head of the National Assembly's Committee on Science, Technology and Environment, Member of the National Assembly Standing Committee, Head of the National Assembly's Delegation Affairs Committee and approve the positions: Deputy Prime Minister, Minister of Foreign Affairs, Minister of Home Affairs .

These are the personnel that will be commented on by the National Assembly Standing Committee before being submitted to the National Assembly.

Amending the Law on Tax Administration and Personal Income Tax

In addition to personnel work, at this session, the National Assembly Standing Committee will give opinions on 21 draft laws, including the following laws: Press Law (amended); Tax Management Law (amended); Personal Income Tax Law (amended); Population Law; Disease Prevention Law; Law on Amending and Supplementing a Number of Articles of the Law on Prices; Law on Amending and Supplementing a Number of Articles of the Law on Statistics; Law on Amending and Supplementing a Number of Articles of the Law on Technology Transfer; Construction Law (amended).

The National Assembly Standing Committee will also give opinions on draft laws on Amendments and Supplements to a number of articles of the Law on Urban and Rural Planning; Law on Amendments to a number of articles of the Law on Insurance Business; Law on Amendments and Supplements to a number of articles of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciation; Law on Planning (amended)...

In addition, the National Assembly Standing Committee will also consider and approve a Resolution guiding the determination of the expected structure, composition and allocation of the number of candidates nominated for election to People's Councils at all levels for the 2026-2031 term and a Resolution on environmental protection tax rates for gasoline, oil, and grease in 2026.

Adjusting the National Master Plan for the period 2021 - 2030

Regarding decisions on important issues, the National Assembly Standing Committee will give opinions on the handling of land rental debt of public service units; adjustment of the National Master Plan for the 2021-2030 period; and the Government's submission on seeking opinions on the draft Decree of the Government stipulating a number of specific policies for the development of the rocket industry.

At the same time, consider submitting to the National Assembly for ratification the Agreement in the field of foreign affairs at the request of the President; Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71 of the Politburo on breakthrough in education and training development; propose investment policies for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035.

Regarding supervision work, the National Assembly Standing Committee will give opinions on the report on the results of supervision of the settlement and response to voters' petitions sent to the 9th session of the 15th National Assembly; the results of citizen reception, receipt and handling of citizens' petitions and the results of supervision of the settlement of citizens' complaints and denunciations sent to the National Assembly in 2025.

Along with that is the Government's report on the results of implementing the 2025 socio-economic development plan, the projected 2026 socio-economic development plan; the results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period: socio-economic development, economic restructuring.

The National Assembly Standing Committee will also comment on the Government's reports on the implementation of the state budget in 2025, the state budget estimate, the central budget allocation plan in 2026; the results of implementing the National Assembly's resolutions on the 5-year plan for the period 2021 - 2025: medium-term public investment; national finance and borrowing and public debt repayment; expected plans: national 5-year finance for the period 2026 - 2030; medium-term public investment for the period 2026 - 2030...

At the same time, the National Assembly Standing Committee will give opinions on the draft report synthesizing opinions and recommendations of voters and people sent to the 10th session of the 15th National Assembly as well as preparations for the 10th session.
