Many recommendations and proposals related to commune-level personnel work in Ho Chi Minh City

The Ho Chi Minh City People's Committee has pointed out many shortcomings in the personnel work at the commune level after 3 months of operating the 2-level local government and made many recommendations and proposals to help this model operate more smoothly and effectively.

Ho Chi Minh City People's Committee has just issued Report No. 2546/UBND-VX reporting on the current situation of staff and civil servant arrangement at the commune level, sent to the Ministry of Home Affairs .

According to the report, when implementing the two-level local government, the team of cadres and civil servants from the district and city levels mobilized and arranged to work at the (new) commune level has promoted their capacity and expertise well, contributing to improving the operational efficiency of the two-level government; at the same time, ensuring smoothness in the direction, administration and organization of the implementation of political , economic and social tasks at the local level.

According to the City People's Committee, the guidance in Official Dispatch 09/CV-BCĐ dated June 3, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government model of the Government has temporarily oriented the arrangement of staffing: The expected staffing framework of a commune-level government is about 32 positions from 16,000 people... For every 2,000 people increase in communes, wards, and other special zones, 1 additional civil servant position will be arranged and not more than 50 positions/commune and 70 positions/ward, special zone.

This standard, when applied in Ho Chi Minh City, is still problematic due to the specific characteristics of concentrating many production and business establishments, concentrating many industrial zones with large population, potentially causing many complicated problems regarding security, order and key localities in terms of economy - society, national defense - security.

In Ho Chi Minh City, on average, each civil servant is responsible for 4-9 groups of tasks, each of which has many detailed, complex and large-volume tasks, so the wards have encountered many difficulties.

Specifically: Work overload; difficulty in ensuring quality and progress; lack of reserve resources; difficulties in management, operation and consulting. The staffing and job positions of the commune-level government have not been completed, agencies and units have not yet been officially assigned staff (only temporarily assigned staffing based on the arrangement of cadres and civil servants after the merger of public service units).

Currently, in Ho Chi Minh City, the People's Committee at the commune level arranges 3 specialized agencies and 1 Public Administration Service Center (PVHCC). In practice, there are only 2 specialized agencies but they are in charge of many areas of state management such as: Department of Culture - Society and Department of Economy (for communes, special zones) or Department of Economy, Infrastructure and Urban Areas (for wards). On average, each specialized department handles work related to 7-8 specialized agencies under the City People's Committee.

To resolve and remove the above difficulties, Ho Chi Minh City has organized monitoring delegations and working groups to conduct field surveys and inspections in localities to resolve them according to the motto "resolving on the spot, removing on the spot"; assigning, seconding, and increasing human resources for commune-level authorities (the Department of Finance, Agriculture and Environment and the Department of Construction assigned civil servants and public employees to 38 local groups; the Department of Construction proposed seconding nearly 600 civil servants from the Inspection - Legal Department to 168 wards, communes, and special zones...).

From the above reality, the People's Committee of Ho Chi Minh City proposed that the Ministry of Home Affairs consider and resolve according to its authority or recommend that competent authorities pay attention to providing instructions, guidance and policies and solutions to remove difficulties in the arrangement of cadres and civil servants at the commune level in the city.

Specifically, continue to research and issue preferential policies to encourage attracting human resources to work at the commune level; promptly advise on plans for competent authorities to promptly assign civil servant payrolls and the number of people working in public units (officially) to the new Ho Chi Minh City.

Pursuant to Clause 4, Article 39 of the Law on Organization of Local Government 2025, it is recommended that the Government stipulate that the number of Vice Chairmen of the People's Committee at the commune level in localities with a population of 50,000 or more shall not exceed 3 Vice Chairmen; propose to increase the number of deputy heads of 3 specialized departments; allow the Chairman of the People's Committee of the commune, ward, and special zone to decide the number of deputy heads of each specialized department at the commune level to create flexibility and initiative in the direction and operation of the People's Committee at the commune level.

Propose to adjust the regulation that the Director of the Public Service Center is a full-time civil servant instead of the current Vice Chairman of the Commune People's Committee. Propose to add 5-7 civil servant positions to perform the state management tasks of construction order, urban order, sidewalks, etc.
