From the lesson of Han River …
Surveying along the Han River, the Deo Ca Group's working group noted the planning practices of both river banks and the connection between old and new constructions. At the same time, they drew "expensive lessons" on urban planning along the river such as the tendency to over-concrete adjacent items (which were later forced to be demolished) and the design of short-span, simple-span bridges that affected aesthetics and navigation. In addition, the working group noted that some viaduct sections running along the Han River had a high density of piers, with more than 30 bridges crossing the river, entailing a large volume of concrete structures.

Immediately after the survey, the leaders of Deo Ca Group discussed with the Seoul city government to find optimal solutions and lessons learned. According to the explanation of experts, because the project to develop both banks of the Han River was renovated 18 years ago (2007), at that time the technical conditions and standards did not allow for the application of more optimal solutions, such as using TBM (Tunnel Boring Machine) tunneling technology to reduce the impact on the natural landscape on both banks.
This is a lesson for Deo Ca Group to draw from, to seek more optimal tunnel drilling solutions, to preserve the inherent natural landscape of the Red River ( Hanoi ) and minimize the impact on the environment of the capital area.
Working with Seoul Mayor Oh Se-hoon on September 26, Mr. Ho Minh Hoang discussed sustainable urban transport development plans. The Seoul City Government also presented some lessons from the exploitation of the Han River Boulevard: promoting the bus system along the river, studying the implementation of a monorail route - similar to the proposal of Deo Ca Group for the Boulevard - Red River Landscape project, to increase public transport capacity, limit personal vehicles and reduce congestion in the inner city area.
After the discussion, Deo Ca Group proposed that the Mayor of Seoul support the connection with Korean enterprises with rich experience in investing, designing and developing riverside urban areas. At the same time, report to the Embassies and Governments of the two countries to expand cooperation in the fields of investment, construction, training and transfer of new technologies.
…to the solution to the “miracle of the Red River”
Previously, the leaders of Deo Ca Group worked with POSCO Group to discuss the prospects of investment and construction cooperation in the Red River Boulevard - Landscape project, as well as other transport infrastructure projects in Vietnam under the public-private partnership (PPP) model.
Promoting its strengths in manufacturing and constructing steel works and its experience in implementing many projects in Vietnam, POSCO is expected to bring to Deo Ca advanced solutions, shortening progress by using modular construction methods, and coordinating the supply of materials for railway projects in Vietnam.

Mr. Cho Cheong Myeong - Former General Director of POSCO Group, said that through the introduction of the former Ambassador Extraordinary and Plenipotentiary of Vietnam to Korea - Mr. Pham Tien Van, he has followed the development process of Deo Ca Group and assessed that Deo Ca's survey of the Han River and working with economic groups in Korea is a practical way.
The former General Director of POSCO Group mentioned the unique chaebol economic model of Korea and predicted that Vietnam will have similar boosts from increasingly strong private enterprises, including Deo Ca Group.
“ The desire of Vietnamese private enterprises to reach new heights is natural. With the advantage of coming later, the hard-working, intelligent and sharp way of working of the Vietnamese people, I believe that the Red River Boulevard - Landscape project will definitely be successful ,” said Mr. Cho.
Referring to the role of private enterprises in the process of creating the "miracle of the Han River", especially in beautifying the urban landscape in Seoul, Mr. Cho affirmed the need for private enterprises with ambition and capacity.
According to Mr. Cho, the aspiration to realize the Red River Boulevard - Landscape project of the leaders of Deo Ca Group reminded us of the figure of businessman Chung Ju-yung, founder of Hyundai Group.
“ Both started from basic infrastructure development. When constructing projects along the Han River, the founder of Hyundai proposed to the government plans for spatial and urban development, contributing to promoting the Korean economy. Today, many areas that Mr. Chung built have become the most expensive locations in Korea ,” Mr. Cho shared.
Also during the trip, Deo Ca Group worked with HOBAN Construction Company - one of the "giants" in infrastructure construction in Korea. There, answering the question of Mr. Chul Hee Park - General Director of HOBAN asking whether Deo Ca Group has the capacity to construct such a complex project, Mr. Ho Minh Hoang - Chairman of Deo Ca Group frankly replied: "The Red River Boulevard - Landscape Project has been assigned by the Party and State leaders to Deo Ca Group to lead the consortium of investors, leading the research units to implement the project. We have proactively learned, approached modern technology and are fully capable of mastering the construction process. Regarding capital, VPBank has proposed to participate in financing the project."'
With a total estimated investment of up to 300,000 billion VND (excluding site clearance costs), the project includes many investment items such as the Red River boulevard for motor vehicles, the urban railway system serving public transport and green spaces along the river. According to the request of the Hanoi People's Committee, the project is expected to start construction in January 2026 and be completed before 2030.
Mr. Hoang said that this working trip to Korea comes from the wishes of the people and General Secretary To Lam, to realize the "Red River miracle" to develop the capital Hanoi similar to the "Han River miracle" in Korea. " We come here to learn good things from our predecessors, absorb the quintessence, learn from failures and promote the advantages of our successors to do better ."
