The year 2025 holds special significance for Tuyen Quang province, as it marks the completion of the 2021-2025 five-year socio -economic development plan and the first year of implementing the administrative merger between Tuyen Quang and Ha Giang provinces. In this new context, with a broader development space and many new potentials and advantages emerging, the Provincial Party Committee and the Provincial People's Committee have identified foreign affairs as one of the key tasks, playing a strategic role in leveraging external resources, expanding cooperative relations, and maintaining a peaceful and stable environment for sustainable development.

Based on a thorough understanding of Resolution 59 of the Politburo on international integration in the new situation, the province has promptly issued specific programs and plans to suit local realities. The province has established a Provincial Steering Committee for International Integration, chaired by the Chairman of the Provincial People's Committee, ensuring unified direction and management.
According to the Provincial Department of Foreign Affairs, based on its potential and advantages, the province is actively deepening existing relationships to achieve practical results; establishing and expanding relations with new partners, shifting from "formal integration" to substantive and effective integration, focusing on internal capacity, and enhancing the ability to seize opportunities and adapt to challenges. Specifically, it maintains relationships with traditional and friendly partners, strengthening in-depth cooperation with Xieng Khouang and Phongsaly provinces (Laos), Boeun district, Chungcheongbuk province, Anseong city (South Korea), and Wenshan prefecture, Yunnan province, Guangxi Zhuang Autonomous Region (China); Benguet province (Philippines), and Moriya city (Japan). At the same time, it connects and expands cooperative relations with several localities and partners in Europe and Northeast Asia, such as Imsil district, Jeonbuk province, South Korea. Lohmen region, Zehna region, Gustrowland district, Mecklenburg-Vorpommern state, Germany…
The signing and implementation of international agreements continued to yield positive results. During the year, the province signed 27 new agreements and memoranda of understanding with foreign partners, while also effectively implementing 48 previously signed agreements. The cooperation focused on areas where the province has potential and needs for development, such as agriculture, healthcare, education, training, culture, and tourism, thereby gradually expanding the network of partners and enhancing the province's position in international relations.
Economic diplomacy is central.
Economic diplomacy continues to be identified as a key focus in Tuyen Quang province's foreign affairs. Through the effective implementation of investment, trade, and tourism promotion programs both domestically and internationally, the province has proactively connected and worked with many large corporations and businesses from Japan, South Korea, China, Europe, and international financial and development organizations. These activities have significantly contributed to promoting the province's potential, strengths, and investment environment, building trust with investors.

From a predominantly agricultural province focused on self-sufficiency, Tuyen Quang province has proactively collaborated and developed with numerous partners from around the world over the years, aiming for socio-economic development. The province has approximately 350 projects from foreign investors with capital totaling hundreds of millions of USD. These investment projects have consumed local raw materials and created thousands of jobs for local people. By 2025, the province's total exports are estimated to exceed 900 million USD; among which, various types of tea, plywood, antimony ore, cassava starch, veneer, and fresh agricultural products are the product groups with the highest export value and are expected to see significant growth.
In 2025, the province will grant new investment registration certificates to 3 FDI projects with a total registered capital of over 144 million USD, bringing the total number of FDI projects in the province to 26 with a total registered capital of over 285 million USD. These projects focus on renewable energy, industrial park infrastructure, trade, and services, aligning with the province's sustainable development orientation and economic restructuring.
Import and export activities continued to record impressive growth. The province's key export items gradually expanded their markets, focusing not only on traditional markets but also accessing many potential markets such as the US, Japan, South Korea, and Europe. This result demonstrates the important role of foreign affairs in supporting local businesses to integrate more deeply into regional and global value chains.
Cultural diplomacy and external information work have been implemented synchronously and creatively. Through regional and international cultural and tourism festivals and events, the image of Tuyen Quang's land and people, rich in identity, friendly, and hospitable, has been widely promoted, contributing to attracting more and more international tourists and creating momentum for sustainable tourism development. For example, focusing on building the Thanh Tuyen Festival into a national brand with international appeal. Simultaneously, organizing the Buckwheat Flower Festival and international food festivals, linked to promoting the culture, people, and scenic spots of the northernmost highlands of Vietnam, especially the UNESCO Global Geopark Dong Van Karst Plateau, has attracted many international tourists to explore and experience.
Comrade Nguyen Trung Thu, Member of the Provincial Party Committee and Director of the Department of Foreign Affairs, stated: Implementing Resolution 59-NQ/TW in Tuyen Quang is not only a political task but also an essential path to unleash all potential and drive the province's rapid and sustainable development. By comprehensively, proactively, and creatively elevating foreign affairs work, Tuyen Quang is opening a new chapter, ready to seize great opportunities and contribute to the nation's successful realization of the aspiration to build a strong and prosperous Vietnam and Tuyen Quang homeland.
It can be affirmed that, closely adhering to and decisively implementing Resolution No. 59 of the Politburo in 2025, Tuyen Quang province's foreign affairs work has achieved many comprehensive, profound, and substantive results across all three pillars: Party diplomacy, State diplomacy, and people-to-people diplomacy. These achievements not only contribute to promoting socio-economic development and improving people's lives, but also build a solid foundation for Tuyen Quang province to enter a new phase of development with a proactive, confident, and more deeply integrated mindset in the coming years.
