Vietnam Aluminum Profile Association congress for the 2024-2029 term

On October 25, 2024, in Hanoi , the Congress of the Association of Aluminum Profile Manufacturers for Construction and Industry of Vietnam, term II, 2024-2029, took place.

Positive results

Vietnam's aluminum industry is a basic but relatively young industry with more than 20 years of formation and development. In the past 7 years, the aluminum industry has made remarkable progress, the number of factories, scale and total output have doubled with the total output of the whole industry being 1.3 million tons of aluminum of all kinds.

Overview of the conference

For the aluminum profile production group, many small and medium-sized enterprises with 100% domestic capital have been established, gradually forming a group of enterprises capable of leading the market. Products have been invested in and improved, dominating the domestic market, many Vietnamese aluminum brands have affirmed their brand reputation with partners and consumers. Young aluminum brands are approaching the world market, affirming their name and position to reach international level.

According to the assessment of the Vietnam Aluminum Profile Association, although Vietnam is considered to have the second largest bauxite reserves in the world, Vietnam has not yet been able to produce raw aluminum. About 80% of the raw materials of the domestic aluminum industry are still dependent on the world aluminum market, partly coming from scrap aluminum in the production process for consumption in the domestic market.

In addition, input costs for production are constantly increasing, while the increase in product prices on the market is not enough to offset input costs, causing difficulties for manufacturers. Major markets such as the US, EU... continuously erect tariff and non-tariff barriers, making it difficult for Vietnamese enterprises to expand export markets. Typically, in the past two years, 2023 - 2024, the US initiated many trade defense investigations against the Vietnamese aluminum industry and the Asian region. Environmental protection policies, limiting greenhouse gas emissions and reducing forest area are continuously supplemented, a series of standards and taxes are established, narrowing the export path of Vietnamese aluminum.

However, according to Mr. Nguyen Minh Ke - Chairman of Vietnam Aluminum Profile Association, in the 2019-2024 term, Vietnam Aluminum Profile Association has achieved positive results, maintaining the stable operation of the Association's Office in Hanoi; establishing the Association's representative office in Ho Chi Minh City. Propagating legal policies, implementing the development of the aluminum industry, complying with the law, creating a healthy and stable business environment and ensuring benefits for genuine manufacturers.

In addition to providing comments on draft legal documents, the Association is interested in proposing and developing policies for the aluminum industry, mainly policies on trade defense: Anti-dumping on aluminum profiles originating from the People's Republic of China in the period 2024-2029; coordinating with the Department of Trade Defense (Ministry of Industry and Trade) to guide businesses in participating in trade defense investigations by the United States and foreign countries against Vietnamese goods.

Developing and building the Vietnamese aluminum brand

According to the Vietnam Aluminum Profile Association, the goal for the 2024-2029 term is to build and develop the Vietnamese aluminum profile industry in particular and Vietnamese aluminum in general, aiming at the goal of stable, efficient, healthy and law-abiding production and business enterprises.

Promote production improvement, technological innovation, promote digital management models in production, improve productivity, product quality, increase the competitiveness of goods in the domestic and export markets. At the same time, improve the effectiveness and efficiency of the association's operations to bring practical values ​​to members, contribute to stabilizing the domestic market, support businesses to strongly expand in the international market, contribute to the socio-economic development of the country.

In addition, the Association continues to contribute ideas to the drafting of legal documents, advise the Government, ministries, departments and branches to develop the socio-economy; recommend policies suitable to the practical situation of the aluminum industry to protect domestic production, stabilize the market and ensure consumer rights.

In addition, the Association also recommended that the competent authority reduce the export tax on aluminum profiles from 5% to 0% to facilitate and increase the competitiveness of Vietnamese aluminum in the export market. At the same time, monitor the import-export situation, the domestic market situation, especially signs of tax evasion, trade fraud, and evasion of anti-dumping tax on aluminum to inform the authorities to take measures to prevent the above-mentioned fraudulent acts, ensuring the principle of the common interests of enterprises and the domestic market.

An important solution that the Association focuses on implementing is developing the domestic market. Specifically, maintaining research, monitoring domestic market developments and fluctuations in raw material supply to organize discussion sessions, exchange information and market orientation for manufacturers. Strengthening connections between members to create a chain of businesses in the Association and in the aluminum industry to cooperate in producing high-quality products that meet export market standards.

Mr. Nguyen Minh Ke said that the Association will guide and support member enterprises to promote trade and seek export markets through Vietnamese trade counselors abroad to inform members about trade promotion programs, exhibitions, fairs, conferences and seminars related to the aluminum industry. Increase opportunities to expand markets, exchange and share production experiences.

In coordination with the Trade Defense Department, the Import-Export Department (Ministry of Industry and Trade) organized programs to raise awareness for businesses to respond to trade defense cases in the context of the aluminum industry continuously being under pressure from protectionist policies of other countries.
