
On October 17, the Government Office announced the conclusion of Permanent Deputy Prime Minister Nguyen Hoa Binh at a meeting on consolidating national target programs (NTPs): building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.
The announcement clearly stated: it is agreed to integrate 3 national target programs into 1 common national target program because there is overlap in content in all 3 programs; the competent authority has a policy to add a number of other national target programs on health, culture, and education (so it needs to be reviewed to avoid overlap); administrative boundaries and legal status of government levels have changed compared to before, it needs to be reviewed to ensure compliance with decentralization and delegation of power according to the new local government model. On the other hand, the process of implementing the programs shows that it is necessary to continue implementing the next stages to achieve the goals.
The National Target Program after the merger will be extended until 2035. The Government will report on the proposed investment policy for the national target program when merging the 3 programs, closely coordinate with relevant agencies of the Government and the National Assembly to complete the procedural documents, submit them to the competent authority for approval to report to the National Assembly at the 10th session of the 15th National Assembly.
