Create motivation and arouse the will to escape poverty sustainably

Quang Ninh province has always identified sustainable poverty reduction as one of the key tasks in the local socio-economic development strategy. With the strong direction of Party committees and authorities at all levels, and the cooperation of the community, social security policies have quickly entered into life, creating a spillover effect and practical effectiveness, contributing to improving the quality of people's lives.

The spread of a movement

The emulation movement "The whole country joins hands for the poor - No one is left behind" was launched by the Prime Minister in 2016. Since then, Quang Ninh has implemented many practical solutions, mobilizing the strength of the entire political system and society, spreading the spirit of humanity and sharing, helping the poor gain more confidence and determination to rise up, towards a prosperous and happy life.

In particular, the Fatherland Front at all levels plays a core role in propagating and disseminating the Party and State's policies on poverty reduction; at the same time, promoting mobilization, changing awareness, arousing the will to be self-reliant, self-reliant, and escape poverty sustainably. This content has become a central and regular task of the Fatherland Front and socio-political organizations, under the close direction of the Party Committee, the close coordination of local authorities, contributing to the effective implementation of social security goals, leaving no one behind.

By clearly identifying the responsible focal point and strengthening close coordination between units, the work of supporting the poor in Quang Ninh has been implemented synchronously, flexibly, and in accordance with the actual needs of each case, avoiding overlap and waste of resources. The Fatherland Front and organizations have promoted their effective intermediary role, ensuring the review and selection of the right subjects, timely support for the right people, and the right work. Thanks to that, many businesses, organizations and charitable individuals feel secure and confident in accompanying the Front in social security activities, because the forms of assistance are always implemented practically, quickly, transparently and effectively.

Since the beginning of 2025, the work of caring for and supporting union members, association members and people in difficult circumstances has continued to achieve many outstanding results. The Fatherland Front at all levels has mobilized more than 87 billion VND from socialized resources, presenting nearly 127,000 Lunar New Year gifts to poor, near-poor and disadvantaged households. The Provincial Farmers' Association disbursed 1 billion VND from the Central Farmers' Support Fund to 20 households for loans to develop production and business; the Red Cross at all levels has promoted community health care, mobilized blood donations, and participated in preventing and responding to natural disasters. Along with that, the programs and projects of the Women's Union, Youth Union, Association of Agent Orange/dioxin Victims, Association for the Protection of the Disabled and Disabled... have spread widely, attracting a large number of union members and people to participate.

In order to promote the tradition of mutual love of the nation, Quang Ninh province is actively implementing Instruction No. 14/HD-MTTW-BTT (dated September 30, 2025) of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the activities of the Peak Month for the Poor in 2025. This includes: Organizing and implementing programs, events, and activities suitable to the conditions and actual situation in the locality to call for and mobilize resources to help the poor, near-poor, and people in especially difficult circumstances, prioritizing areas damaged by storms and floods, remote areas, border areas, and islands. At the same time, coordinate and mobilize agencies, organizations, individuals, businesses, and entrepreneurs to effectively implement social security programs in direct form, or support with specific addresses at the request of organizations and businesses...

Multidimensional and sustainable poverty reduction

Over the years, Quang Ninh has built many solutions to ensure social security for the people. Social security policies are increasingly synchronized and perfected in the fields of: job creation, insurance system development, social assistance, expansion of public social services, investment in education , health care...

In particular, the province has focused on leadership, direction, assignment, and decentralization; clearly defining the responsibilities of all levels, sectors, organizations, and individuals, especially leaders, in leading, directing, and implementing policies and strategies for sustainable socio-economic development associated with firmly ensuring national defense and security, and reducing poverty in a multidimensional, inclusive, and sustainable manner. At the same time, improving the effectiveness and efficiency of state management of poverty reduction and the implementation of poverty reduction policies; attaching responsibility to the heads of Party committees and authorities in the process of leading, directing, and implementing.

Total social security expenditure in the province in the period of 2021-2025 is nearly 4,300 billion VND. Thereby, it has ensured that 100% of families and meritorious people have a standard of living equal to or higher than the average standard of living of the local residents; 100% of communes do a good job of supporting war invalids, martyrs, and meritorious people; 100% of social policy beneficiaries receive timely and full benefits of the State and the province's policies; 100% of children in special circumstances receive care and assistance.

The province has completed the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period 3 years ahead of schedule and has no more poor or near-poor households according to the province's poverty standards (1.4 times higher than the Central poverty standards for income criteria). Notably, the province has allocated about 2,600 billion VND to implement the Comprehensive Program on Sustainable Socio-Economic Development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the 2021-2025 period, with a vision to 2030, to encourage the poor and people in disadvantaged areas to develop production, escape poverty and get rich, and improve their ability to ensure social security.

The highlight of sustainable poverty reduction in Quang Ninh province is that the State's mechanisms, policies and resources only play an encouraging and supportive role, aiming to arouse the will and motivation of the people to rise up. The province focuses on implementing many practical solutions such as: Supporting vocational training, introducing jobs on the spot, helping people develop production and business after training; providing preferential loans to invest in livestock and trading; supporting plants, breeds, production materials and consulting on suitable livelihood models; supporting the construction of Great Unity houses and Love Homes for households with housing difficulties, helping people stabilize their lives and feel secure in settling down and working.

During the implementation process, localities always ensure timely and correct allocation of resources, openly and transparently, without omission or overlap; at the same time, strengthen inspection, examination and supervision, attach responsibility to leaders, and resolutely prevent violations.

In practice, Quang Ninh has always demonstrated high determination, harmoniously combining rapid and sustainable economic development with good implementation of social policies, directing all development activities towards the goal of "for the happiness of the people". At each stage, the province has proactively researched, adjusted and issued policies suitable to reality, ensuring that all poverty reduction and social security programs achieve practical and sustainable results.
