Speaking at the Workshop, Deputy Minister of Science and Technology Hoang Minh said: Currently, the concepts related to innovation and entrepreneurship have not been clearly defined; some subjects have different connotations than their names, leading to misalignment of subjects, affecting the implementation of policy mechanisms; it is necessary to clearly distinguish innovation and entrepreneurship to have appropriate responses, and have the right policies and incentives; therefore, it is necessary to standardize the terms related to innovation and entrepreneurship to effectively implement mechanisms and policies in this field.
According to Mr. Nguyen Mai Duong, Director of the Department of Technology Development and Innovation: the draft Decree regulating a number of contents on innovation and creative thinking was developed in the context of organizations and individuals related to innovation and creative thinking being identified but their activities are not in accordance with the nature and content of the identification; there is still a lack of specific regulations on criteria and forms of identifying subjects. A number of subjects related to innovation and creative thinking have not been specifically defined, such as: creative thinking experts; individuals, groups of creative thinking individuals, etc.
According to the draft, the Decree consists of 6 chapters and 33 articles, focusing on the following contents: standardizing terminology, unifying the content related to innovation and creative skills; classifying and identifying subjects; recognizing innovation and creative skills subjects; promoting innovation and creative skills.
Attending the Workshop, delegates representing leaders of the Departments of Science and Technology of provinces and cities, as well as representatives of Institutes and Schools, said that: building a clear legal framework and policies to support innovation and creative thinking activities is urgent in the context of Vietnam promoting the innovation process; delegates focused on giving comments and discussing to contribute to standardizing terms for greater clarity, such as: Creative startup projects, creative innovation activities,... to clarify the words used in the draft Decree, the criteria of the National and Provincial Innovation Centers,...
In his concluding remarks at the workshop, the workshop chair highly appreciated the comments, enthusiastic participation and responsibility of the delegates; acknowledged the comments and suggestions; the Ministry of Science and Technology will continue to closely coordinate with agencies, localities and experts to review and complete the Draft Decree, to ensure that the Decree, when issued, will be effectively applied, promoting the strong development of innovation and science and technology.
