Functions, tasks, powers and organizational structure of the Department of Science and Technology of Ca Mau province

Accordingly, the Department of Science and Technology of Ca Mau province (hereinafter referred to as the Department) is a specialized agency under the Provincial People's Committee, with the function of advising and assisting the Provincial People's Committee in state management of: scientific research activities, technology development, innovation; development of scientific and technological potential; standards, measurement, quality; intellectual property; application of radiation and radioactive isotopes; radiation and nuclear safety; post; telecommunications; radio frequencies; information technology industry and application of information technology (excluding information security, network security); electronic transactions; digital transformation; information and communication infrastructure.

The Department has legal status, its own seal and account; is subject to the direction and management of the Provincial People's Committee in terms of organization, staffing and work, and is subject to the direction, inspection and guidance on expertise and profession of the Ministry of Science and Technology .

The tasks and powers of the Department are implemented according to the provisions of Article 2 of Circular No. 11/2022/TT-BTTTT dated July 29, 2022 of the Minister of Information and Communications guiding the functions, tasks and powers of the Department of Information and Communications under the People's Committees at the provincial level, the Department of Culture and Information under the People's Committees at the district level (except for the fields specified in Clauses 4, 5, 6, 7, 8, 9, Article 2 of Circular No. 11/2022/TT-BTTTT dated July 29, 2022 of the Minister of Information and Communications) and Article 2 of Circular No. 01/2021/TT-BKHCN dated March 1, 2021 of the Minister of Science and Technology guiding the functions, tasks and powers of specialized agencies on science and technology under the People's Committees at the provincial and district levels.

Regarding the organizational structure, the Department's leadership includes the Director and 3 Deputy Directors. The specialized and professional departments under the Department include the Office; Inspectorate; Science Management Department; Technology and Postal Department. The branches under the Department include the Department of Standards, Metrology and Quality. The public service units under the Department include the Center for Science, Technology and Innovation; the Center for Digital Transformation and Communications.

Based on the workload, nature, characteristics of the situation and state management requirements of the industry, the Director of the Department shall preside over and coordinate with the Director of the Department of Home Affairs to submit to the competent authority to arrange the organizational structure of the Department to ensure compliance with the provisions of law.

The Director of the Department issues decisions specifying the functions, tasks, powers, and working relationships of specialized and professional departments under the Department; submits to the competent authority or person to issue decisions specifying the functions, tasks, powers, and organizational structure of branches and public service units under the Department according to the provisions of law.
